Minutes of the STATUTORY
ANNUAL MEETING held on Monday 9th May 2011

Declaration of acceptance of office was signed by each
councillor present prior to the meeting beginning.
Cllr Wills opened
the meeting and welcomed everyone in attendance: especially the four new Parish
Councillors: Cllr Fowler, Lloyd, Higgs and Marlow.
Thanks were given to all the Councillors who served
over the past four years.
Terms of reference for each Committee were handed to
every councillor.
1. ELECTION
OF PARISH COUNCIL CHAIRMAN:
Cllr Wills proposed Cllr
Haywood, seconded by Cllr Mantle.
Cllr Pickard proposed Cllr
Bird, seconded by Cllr Young
Vote: 8 in favour of Cllr
Haywood
Cllr Haywood accepted the post of Chairman.
Cllr Haywood thanked Cllr Wills for the past two years
of Chairman and for his hard work during the term. All in
agreement.
Each Councillor was invited to introduce themselves.

7. REVIEW
OF SPENDING LIMITS (SO 58)
At present: A
- £5,000 and B - £20,000. As per
Standing Orders item 58a.
Cllr Wills proposed the figures remain the same. Seconded By Cllr Mantle.

8. REVIEW OF
ALLOTMENT RENTS
Allotments rent presently (2010-2011): £505.00 per
annum.
Cllr Ambridge proposed the figure increase to £600.00
per annum. (2011-2012) Seconded by Cllr
Cllr Pickard proposed the figure remains the same at
£505.00. To be reviewed next year.
Seconded by Cllr Wills. Vote: 9 in favour, 1 abstained, 1 against.
The Council decided to keep the allotment rent the
same The Clerk to advise the Allotment Society that the figure to be reviewed
next year.
9. REVIEW OF COUNCILLORS REMUNERATION
At present: Parish Council accepts the
basic councillors remuneration
(Parish
Remuneration Panel) that is available to Councillors of £259.90 each (band 2).
Cllr Fowler proposed the remuneration remains
optional. Seconded by Cllr Mantle.
Vote: 9 in favour, 1 against, 1 abstained.

January prior to the Environment Committee. Problems to be reported to The

April 2011 were proposed for approval by Cllr Pickard, seconded by Cllr Young and
signed by Cllr Wills.

Chinnor Library
Group was reported by Cllr Pickard the electronic petition has been accepted
for consultation mid May to the end of September.
The Youth Club
report details the need for a Youth Worker and would like to employ one. A question of how to employ that person to be agreed. Options to be explored.
