Minutes of MEETING of the Planning Liaison Committee held on Monday 11th July 2011

 

PRESENT: Cllrs. Ambridge, Fowler, Haywood, Higgs, Lloyd, Mantle, Pickard, Scarborough, Wills, Wright (in the chair) and Young.

DECLARATION OF INTERESTS: 

Cllr Ambridge P11/E1025: Prejudicial interest – family planning application.

 

OPEN FORUM: 3 members of the public were present

Becci Crocket (a Chinnor resident) spoke on behalf of herself and for CPRE regarding the proposed cement works development (P11/E0906). Concerns over lack of parking in the proposed development. It was expressed that maybe office space is not required at the moment.

A 3 storey building is an impact of the OANB – not a view from the public rights of way – but not very in keeping view whilst entering the village. Night light form the lighting from industrial buildings is a concern.

Hoardings were discussed – they are without planning permission and Taylor Wimpey have confirmed they will downsize soon otherwise enforcement action will be taken.

When Station Road is closed for final connection works for the development a road diversion should be set up – Becci Crocket to contact Highways regarding signage and diversion.

A resident expressed grave concern of the roundabout entering the new development.

A resident was concerned about the entering and exit of the new development with the increased amount of traffic.

Hill Top Lane is in a bad condition – The Clerk to contact OCC Highways regarding the pot holes.

 

 

PLANNING APPLICATIONS

P11/E0906 Development of three blocks totalling 1,550 square metres for use as all or a mixture of B19A0 offices and D1 (alternative to PO9/E0145/O) at land at former cement works.

Email from Mr Moore (planning Officer) to be noted.

Recommendation: Objection: Design not in keeping, lack of parking spaces inadequate.

P11/E0969 Convert 2/3 of integral garage into dining room at 12 Old Sawmill Place for Mr Lyall

Recommendation: Objection: inadequate parking as only one space available

P11/E1025 Erection of single storey front extension to dwelling and single storey front extension with pitched roof to garage at 23 Millers Turn for Mr and Mrs Ambridge

Cllr Ambridge left the meeting

Recommendation: Approval

Cllr Ambridge re-joined the meeting

P11/E1052 Single storey front extension and conversion of garage to living accommodation and single storey rear extension at 66 Middle Way for Mr Caine.

Recommendation: Approval

P11/E1080 Erection of detached two bedroom dwelling with parking, together with parking to existing property at 35 Beech Road for Mr and Mrs Searl.

Recommendation: Objection: Overdevelopment of site, loss of natural light for number 37 and other neighbours a concern.

 

 

PLANNING DECISIONS: Planning Permissions granted by SODC were noted

P11/E0486/LB (Listed Building Consent) Demolition of curtilage listed barn at 38 Lower Road

P11/E0762/RET (Retrospective) Erection of 1.6m high wall with 0.9m high trellis to existing wall to the south west of Duck Cottage at 3 Station Road

 

 

PLANNING DECISIONS: Planning Refusals by SODC were noted

P10/E1597 Variation of condition 5 (permitted delivery hours) of planning permission P93/N0291 to allow an extension of time of permitted delivery hours to Mon to Fri 7am to 6pm, Saturday 7a, to 3pm, Bank Holidays 7a, to 3pm and no deliveries on a Sunday at Co-Op, 36 Oakley Road

P11/E0662 Demolition of bungalow and erection of 2 storey house at 20 Church Lane

 

 

PLANNING CORRESPONDENCE

PC.1 The Clerk reported on a recent email from Highways and Transport re S106 money – improvement of bus shelters or provision of new bus shelters. Plus real timetable installation.

The Council discussed the requirements – real timetables were felt to be a waste of money. Bus Shelters currently in the village are in good condition but at the top of the High Street (near the shops) the shelter could be improved for access. A bus shelter on Oakley Road to be considered. A Bus shelter on Lower Icknield Way (new Wainhill) to be considered.

The Council to view all possibilities and report back at a further meeting.

PC.2 The proposal from Chinnor Youth Club regarding the hall extension at Whites Field Community Hall was discussed. Chinnor Youth Football Club have been in contact and Terry Devine would like to view the plans before any works commence. Wood clad is not a favoured, material – brick built building is preferred. Cllr Ambridge proposed for the building to be progressed, in principal, seconded by Cllr Pickard. All in favour.

Cllr Scarborough confirmed that the Chinnor Youth Club would fund the building but the completed building would still be owned by the Parish Council.

PC.3 SODC has approved changes to the housing strategy – 814 additional new homes meaning 1154 for 12 larger villages. Noted

 

 

CLERKS REPORT:

CR.1 August Bank Holiday – Cllr’s Young, Bird, Scarborough, Ambridge, Fowler are happy to help on the rota for putting the van away and generator away.

CR.2 Hedges have been a cause for concern in Thame Road – opposite the shops and also the Crown pub. Several letters have been sent but ignored so OCC Highways will now be contacted and asked to get involved – they have the power to do the required works and charge for their services. Concerns are raised over the lack of visibility.
