Notice of MEETING of the Assets Committee held on Monday 26th March 2012


PRESENT: Cllrs. Fowler, Haywood, Higgs, Lloyd, Mantle, Marlow, Pickard, Scarborough (in the chair), Williams, Wright and Young.

APOLOGIES:  Cllr Ambridge, Cllr Bird



Mr  Simon Escreet from LPR –Land & Property Register, demonstrated what he could put together for us with regard to a an asset register/terrier to include maps, deeds, covenants etc and also land registry. A proposal and quote will be forwarded to The Clerk soon.



AR.1 The Clerk confirmed the Asset register must be reviewed before the internal audit.



WF.1 Youth Club update was given by The Clerk from a letter sent from Mike Dix regarding location of the youth club and concerns over relocation of the youth club.

The proposed CIF grant request was discussed and a Tenancy agreement should be raised between the Parish Council and Youth Club for building usage. The level of agreement to be determined.

The Council confirmed their agreement with any grant applications for this project.



HRR.1 Cllr Scarborough updated on recent electrical works at Hill Road Recreation Ground – all works have been completed. Cllr Scarborough to check the protective frames have been installed on the outside lights.

The plumbing works cannot start yet for the new sink until the wall is dry lined – also 2 showers to be quoted for.



SP.1 The Parish Council proposed Skate Park has a preferred location of the Playing Fields – the exact siting of the equipment on the playing fields to be agreed by the CPFMC and Parish Council.

A possible extension to the equipment shed was discussed, as per planning permission which has already been approved previously.

The Facility would be covered by the Parish Council Insurance and not the CPFMC Insurance.

The idea is to have the first piece of equipment installed and then possibly another smaller piece of equipment at a later date when fundraising is raised. Concerns were raised over the overall size of the skate park.

The Parish Council agreed, without confirmation of the exact location on the playing fields, to order the one piece of equipment, which will take approx 3 months to be built. Proposed by Cllr Young, Seconded by Cllr Pickard. Vote: all in favour.



CR.1 Cllr Pickard reported on the possibility of a Community Orchard – a possible location to be thought about – possibly the allotments or Hill Road Rec area. The council did not think Whites Field would be an appropriate option. The clerk does not believe that a community orchard needs to be open to all and it was decided that more information about how these schemes work would be needed and that F o T E may be able to look into this.

It was agreed the idea was excellent and would be lovely for the Parish.

The Clerk to write to Chinnor F.o.T.E.

CR.2 The possibility of a litter and dog waste bin in Emmington lay-by was discussed. The Clerk suggested the amount of litter and dog mess be reviewed over the summer months.
