Minutes of MEETING of the Planning Liaison Committee held on Monday 21st May 2012

TERMS OF REFERENCE: were agreed: Proposed by Cllr Bird, seconded by Cllr Williams

At present 8 members of the Parish Council sit on this committee:

Cllrs. Steve Bird (Vice chair), Pat Haywood, Sara Higgs, Lynn Lloyd, Sandy Marlow,

Mark Scarborough, Robin Williams, Martin Wright (Chair)

At the Annual Parish Meeting a Chair and Vice-Chair is elected for the Committee.

Decision in the Committee meeting can only made if the meeting is quorate; 4 councillors must be present.  The Committee meets once a month, on a Monday night.

All public are allowed to attend all meetings but do not have the right to comment until a Full Council meeting.

Any decisions on Planning Application recommendations can be made immediately and SODC advised of the Parish Council recommendation, with detailed explanation.

Before each Planning Committee meeting the Councillors on the Committee are responsible for looking at each planning application and requesting, through the Clerk, a site visit prior to the meeting, if felt necessary.

 

PLANNING APPLICATION RECOMENDATIONS SUBMITTED TO SODC on 3-5-12:

(Consultation was via email due to date restrictions)

P11/S0247 Repair and replace of timber on front outshot corner post and adjacent at Henton Lodge Farm, Henton. Recommendation: Approval.

P11/E2532 Permanent retention of pre-school building at Jack and Jill Pre-school, Mill Lane. Recommendation: Approval.

P11/S0054 Demolition of existing single storey wing and erection of a two storey side extension and single storey front, side and rear extension at Elm End House, Henton. Recommendation: Approval.

P11/S0145 Construction of studwork frame to be fixed to the existing oak frame and attached laterally to robust masonry walls, with further fixings to the first and ground floor ceilings and to be fixed to the inside face of the existing timber framed gable at Henton Lodge Farm, Henton. Recommendation: Approval.

P11/S01725 Conversion of garage to form living room accommodation including raising roof height at 18 Ashridge. Recommendation: Approval.

P11/S0249 Two storey side extension to form family room on ground floor and additional bedroom with en-suite on first floor at 28 Cherry Tree Road with amended plans for info only. Recommendation: Approval.

P11/S0213 Demolition of existing conservatory and erection of single storey side extension at 15aq The Avenue. Recommendation: Approval.

P11/E2480/A Display hoarding 6m x 1.5m at Old Kiln Lakes, Hill Road

P11/E2415 Proposed single storey rear and side extensions at 1, Grafton Court, Grafton Houses, High Street

P11/E2277 Proposed replacement dwelling, with demolition of the existing bungalow: reduction in formation levels: alterations to vehicle and pedestrian access, provision of garage, garden stores and greenhouse at 14 Keens Lane

P11/E2476 Conversion of first floor offices to form two 1 bedroom flats at 47A High Street.

P11/E2372 Extend kitchen and hallway and provide a pitched roof. Replace driveway and drop kerb to facilitate parking at 12 Middle Way

P12/S0565 Demolition of existing dwelling and erection of a replacement dwelling house at Silvanus, Chinnor Hill. Recommendation: Approval

P12/S0361 Replacement of four windows at Henton Lodge Farm, Henton. 

Recommendation: Approval

P12/S0363 Erection of single storey extension and alterations, and detached garage including car port at The Farmhouse, Henton Recommendation: Approval

P12/S0341 Single storey rear extension. Two storey front extension at Mendip, Oakley Lane. Letters from neighbours were considered. Amended details were considered.

Recommendation: objection: un-neighbourly and over looking

P11/E2350 – Info Only. Amendments to proposed single storey front extension to existing porch to form cloaks area and w.c and wash basin at 32 Cherry Tree Road Recommendation: Approval

R3.0071/12 Amendment to Planning permission R3.0071/10 for conditions 1, 3 and 4 for installation of an enclosure over the pool at Chinnor Community Swimming Pool. Recommendation: Approval

P12/S0668/LB (Listed Building Consent) Repointing of 4 chimney stacks at Henton Lodge Farm, Henton Recommendation: Approval

P12/S0651/FUL Conversion of public house to four self contained flats at Royal Oak Public House, 49 Lower Road.  Recommendation: Approval

P12/S0686/LDP Comments required on a certificate of lawful development request for: proposed 2nd storey loft conversion at 3 Conigre. Recommendation: No Comment

P12/S0503 Demolition of existing garage and erection of a two storey side extension and new open porch to front door at 58 Station Road. Recommendation: Approval

 

PLANNING CORRESPONDENCE

PC.1 Details from John Howell MP re National Planning Policy Framework. Noted.

Cllr Haywood to discuss the Neighbourhood Plan with a member from Woodcote regarding their benefit from doing the Neighbourhood plan.

PC.2 Report re meeting regarding extending cycleway with neighbouring Parish. Noted

 

CLERKS REPORT: Report

CR.1 Concerns over lack of drop kerbs in the Glynswood area – the areas needed to be identified and prioritised by Cllr Higgs.

CR.2 An email from Tim Wilde of OCC has been received regarding the High Street proposed bollards – no objection about installing bollards as long as Chinnor Parish Council install the bollards by a qualified person and identify the services to avoid them. The Conservation Board also have no objections.

The cycle rack on Church Road is also approved and needs to be installed by ourselves and be floor based, not wall connected.

CR.3 The amendments for the Chinnor Guide have been returned.

 

8.30pm: PRESENTATION

Mr Alex Bond from PCMS wase present at the meeting to make a presentation regarding the new proposed Pavilion on the Playing Fields.

Mr Bond detailed the Feasibility Design Process and Building Design and Location proposal for the new Sport and Social Club.

This included the Function and space requirements and design options.

The Community Project (New pavilion) committee to meet on 24th May to discuss the proposals.

Projected costs are in the region of £680,000.00 – estimated figure at these early stages.

One design does include moving the machinery store and relocating the storage area.

Also the designs included the possibility of moving the Parish Council offices to the new building.

The Council need to discuss these points very soon.
