Minutes of the Meeting of the AMENITIES COMMITTEE held on Monday 23rd November 2020

1. Apologies for absence: None
2. Declarations of Interest – None

3. Public Question Time – 5 members of the public were present.
One resident spoke about concerns regarding speeding on the High Street. Following recent campaign to reduce speed it has been suggested that cars are speeding in this area. The Clerk advised that this subject will be discussed at the December Full Council meeting.
Two members of the public attended regarding recent stakes in Whites Filed for planting of trees to celebrate a resident's birthday. It was stated that these trees will be obstructing views from Mill Lane residents.
Two members attended but did not speak at this time.

4. To approve the minutes of the Amenities Committee: 26th October 2020
Proposed by Cllr Standage and seconded by Cllr Edwards. All in favour.

5. Footpaths and Open Spaces including sport field and pitches:
5.1 Ian Rush Foundation – The Clerk to obtain further information before further discussions.
5.2 Clearance of area in Hill Road Rec as suggested by a volunteer was approved – proposed by Cllr Williams and seconded by Cllr Standage, All in favour.

6. Allotments
6.1 Update regarding Mill Lane Community Garden – new CPC thank you bench has been installed and the money from CPC grant spent on flower tubs and a circular bench to fit around a large tree. Other grants are awaiting decisions for main structural work.
6.2 Chinnor allotments:
• Boundary Fencing – failing at Willow End – date for works not yet advised
• Boundary Fencing – failings found at Section backing onto Cherry Tree – quote due

7. Play Areas
7.1 New social distancing signage erected in all areas – agreed not to provide hand sanitiser.

8. Youth Matters
8.1 Youth Club – when restrictions are lifted the youth club will open with small groups.

9. Environmental Policy
9.1 Electric charging points – Cllr Ashdown proposed to request inclusion of £10,000.00 for the 2021-2022 budget forecast, seconded by Cllr Oliver.
Vote: 3 in favour – Cllr Ashdown, Cllr Oliver and Cllr Standage.
2 against – Cllr Williams and Cllr Wright. 2 abstained – Cllr Ridgley and Edwards.
9.2 Revised Policy approved by Full Council. Cllr Oliver requested a meeting be arranged to discuss action points.
10. Special Projects
10.1 The Clerk to report on Christmas activities – tree being installed this week and dressed. Light being switched on 29th November but without event. Carols around the tree we assume is cancelled but waiting confirmation. Carols on the doorstep being organised for 20th December 2020.
CPC FB advent adverts are going well – only a few spaces left.

11. Trees
11.1 Planting of 70 trees for Maureen Dyroff birthday celebration was discussed. A site visit to be arranged with interested parties to discuss the stake locations and any alternatives.
11.2 To confirm final tree works for PF and Henton will be completed in the next 2 weeks.
11.3 Request from resident for reduction to tree at PF backing onto Grafton Orchard – to be defined by resident.

12. Chinnor Emergency Plan (Covid-19)
12.1 The Clerk has received a complaint regarding the coffee van sited at Mill Lane - covid guidelines not being adhered too. The Clerk to visit site and monitor situation.
Staff working locations to be agreed upon following this week's announcements on tier system.

To note the next Amenities Committee will be January 2021 – due to Christmas break.
