Minutes of Meeting of the AMENITIES COMMITTEE held via Zoom on Monday 27th July 2020

1. Apologies for absence: Cllr Standage
2. Declarations of Interest – None

3. Public Question Time – 2 members of the public were present
New community gardens at NK Homes development – a request for the parking area to be gated as neighbouring properties have already allocated spaces for themselves, plus the concerns over ASB and were noted.
A request for the Village Hall and Pavilion car parks to be open for residents to park during the Station Road closure for gas works repairs – The Clerk explained no-one had been directly in touch to request spaces or voice concerns, but the Pavilion is open and the Village Hall has a separate committee who would need to be contacted directly.
Asset of Community Value (ACV) was applied for by Camra previously and they are not interested to apply again.

4. To approve the minutes of the Amenities Committee: 22nd June 2020
Proposed by Cllr Williams and seconded by Cllr Oliver.

5. Footpaths and Open Spaces
5.1 Update on new disabled access gates into Whites Field and Playing Fields – ongoing.
5.2 Options for extended footpath on Mill Lane across the new grassed area within Bloor development was discussed. OCC to be contacted once the land is adopted.
5.3 Dog waste bin empty price increase was noted. Following a survey of all bins, and taking into account dog waste can be put in general street litter bins, it was agreed to remove 9 bins as they all have a litter bin close to the current location. 8 to remain but a new contract for emptying to be agreed. Proposed by Cllr Williams, seconded by Cllr Wright. All in favour.
5.4 One-way system at Greenwood Avenue was discussed. F&GP proposal to pay for a speed monitor on the road at a cost of £150.00 and then decision can be made once evidence is sought. Proposed by Cllr Wright and seconded by Cllr Williams.
5.5 Electric charging points – a survey of electric supply to be carried out soon. A budget has not yet been allocated to this project.

6. Allotments
6.1 Update regarding new community allotments at NK Homes development on Mill Lane – lease to be signed this week by CPC.
6.2 Chinnor allotments – Lease currently with the solicitor - ongoing
Boundary Fencing – failing at Willow End - ongoing

Cllr Ridgley arrived at the meeting.

7. Play Areas
7.1 RoSPA due anytime to complete all annual safety inspections.
7.2 The Muga, OKL play area, St Andrews and Conigre play areas and fitness equipment areas are now open, with appropriate signage. The Recycle area in Mill Lane remains closed.

Cllr Ashdown arrived at the meeting.

8. Youth Matters
8.1 Youth Club – Update from last month's meeting - Cllr Ashdown and Cllr Standage to review the contracts of employment and consider any changes needed.
A management committee meeting date to be arranged for August with a view to the youth club opening in September.

9. Environmental Policy
9.1 A subcommittee meeting date to be arranged:
Cllr Ashdown, Edwards, Oliver, Ridgley, Standage, Archer and Maureen Dyroff to attend.

10. Sports Field / Pitches
10.1 Banner for CYFC to erect at the entrance to White's Field was proposed for approval by Cllr Williams and seconded by Cllr Ashdown. All in favour.

11. Environmental and other Issues
11.1 Covid-19 – environmental issues – to be discussed at Policy subcommittee meeting.
11.2 Asset of Community Value – the three public houses are coming up for renewal. The applicant is being contacted by SODC. CPC agreed in July 2015 not to proceed with applications so an individual applied (details unknown)
CPC to write an article to explain procedure and process and request a group be formed to apply for the renewal of the ACV.
