MINUTES of the ENVIRONMENT COMMITTEE MEETING held on 13th November 2017

Councillors Declaration of Pecuniary Interest & Dispensations: Cllr Ridgley – Chairman of Open age group of CFC regarding 5.5.


Public Question time: 4 members of the public were present.

One member of the public read a statement expressing concern over the proposed changes to the Playing Fields for CFC with fencing, barriers, turnstiles etc. The Playing Fields are for use by everyone in the community so support could not be given for fencing and payments.


Chinnor Open Spaces:

5.1 Planting of agreed trees – as per plan – to progress with planting excluding a tree on the triangle verge on Station Road due to pipe work underground. 3 x 5ft trees to be ordered by Greening Chinnor and planted in the other agreed areas. All in favour.

5.2 Incredible Edibles – Greening Chinnor to progress with planters on the green triangle verge and around the car park area – St. Andrews are in support and the Doctors are yet to respond.

5.3 Litter and Vandalism on the Playing Fields was discussed. The Community litter pick was a huge success. The new seating in the stands for CFC have again be vandalised. It was agreed to progress quickly with the clearance of the pile of stored, donated equipment near the storage shed. All parties concerned to be given until mid December to clear the area. The Clerk to obtain quotes for cost of clearance. All in favour.

5.4 Footpaths – report was given from Cllr Ashdown following recent meeting with OCC footpath officer. It was agreed that no action is required from CPC as OCC own and should maintain the footpaths.

5.5 CFC – requirements for league including fencing, barriers, turnstiles and payment to watch matches along with a walkway for players – as per presentation at the Full Council meeting.

The presentation and requirements were fully discussed.

It was agreed to not give permission for CFC to progress with proposal as this would close off the field too much to the community and would be contrary to the Deed of Gift from Mr Benton. All in favour.



6.1 Chinnor Guide – it was agreed to progress a new 2018 guide, the same format as previous guides. Cllr Williams, Cllr Ashdown and Cllr Ridgley to form a working group along with other volunteers from Full Council.


Whites Field Community Hall and Car Park area

7.1 New signage was proposed by Cllr Wright and seconded by Cllr Williams at a total installed cost of £520.00. Cllr Higgs to contact groups on the sign to request a donation towards the cost.

7.2 Youth Club – a management meeting to be arranged to gain a full update on the youth club to date.



8.1 Christmas Eve Carols – road closure has been approved – Order number 65

8.2 Christmas lights – installed ready for switch on 1-12-17

8.3 Volunteers award night – to be launched on 26th March 2018 alongside Annual Assembly – Cllr Ashdown, Cllr Higgs, Cllr Williams, Cllr Standage and Cllr Flint to be involved.


Chinnor Allotments

9.1 New gate now installed – thanks were given by committee for the support CPC gave.

9.2 Report was given following AGM attended by Cllr Higgs and Cllr Haywood – concerns were rasied at AGM about the rent increase – this was discussed at F&GP Committee.

9.3 Letter from CAGA Chairman was noted.



10.1 Email of concern over parked cars on Henton Green was discussed. Three residents of Henton attended the meeting. The complainant appears not to reside in Henton. The Council discussed parking again and it was agreed, as this was an isolated incident, no action was required.

Erosion of the green is still an issue which needs addressing.


Clerks Report:

10.1 CPRE Magazine was available to all Councillors.

10.2 Emergency Plan Meeting – 29th November – Cllr Williams highlighted the importance of having a Plan in place following a recent meeting he attended. All requested to attend on the 29-11-17 if possible.

10.3 The Clerk reported on a recent meeting with the Chiltern Conservation Board regarding Chalk and Cherries project which would be of interest in Old Kiln Lakes. A presentation will be made at the enxt Env meeting on 11th December 2017 at 7pm.
