Chinnor Parish Council Meeting held on Monday 16th December 2013
PRESENT: Cllrs. Ambridge, Bird, Fowler, Haywood, Higgs, Lloyd, Mantle, Marlow, Pickard, Scarborough, Williams and Young. Also present C/Cllr Wilmshurst
1. Public Question time: 2 members of the public were present.
C/Cllr Wilmshurst reported on the final settlement figure from Government on 19th December 2013. £64m planned to be saved. Ongoing discussions are taking place with various saving plans.
Home to School transport proposals have been delayed until 14th January as numerous discussions need to be completed before decisions are made. Cllr Pickard asked about savings towards Parish Council budgets i.e. grass cutting grant to be cut? Highways do propose to cut this grant which would impact on the budgets within the Parish Council – this will probably be reduced rather than withdrawn this year and then further reductions may follow but no decisions are yet made. Cllr Haywood requested that news be updated frequently so the PC is aware of proposals as they are made. Mid January will be the time to receive final figures of all proposals.
2 members of the public presented to the Council the updated information regarding Home to School transport: The OCC original proposal stated that majority of Chinnor would get free transport to Princes Risborough Secondary School – not an Oxfordshire school.
Proposed £700 per annum for a bus pass. A number of spaces would be available in the Princes Risborough School. The consultation was based on the distance to the Lord Williams Upper School but this has been corrected using calculations to the Lower School – a revised map has now been produced showing Chinnor majority being in Lord Williams catchment and thus allowed free transport to school. The consultation continues to be a fluid process.
This revised consultation only includes Chinnor – Henton and Wainhill residents still fall within Princes Risborough catchment. Low income families can request free transport to any school – of their choice. All consultation details are available on www.oxfordshire.gov.uk

P13/S2816/FUL Amended Plans. Demolition of existing building and erection of 8 flats with associated parking and access and landscaping works (as amended drawings) at Leverkus House, Church Road, Chinnor. Recommendation: Objection: Over bearing, loss of amenity space, L shape design more suitable. To confirm the accommodation remains for over 50 year old.
P13/S3301/HH Proposed conservatory at 12 Thame Road. Recommendation: Approval
P13/S3600/HH Erection of detached garage at Sunley Wood, Red Lane. Recommendation: Approval
P13/S3636/LDP Certificate of Lawful Development: Erection of a workshop to contain grounds maintenance equipment for mowing etc of Parish Council property. Building to be clad. Surface water will be drained to purpose soak away at Whites Field, Mill Lane. Recommendation: Approval
P13/S3641/FUL Erection of a single dwelling with integral garage at land rear of The Black Boy, Station Road. Recommendation: Approval
P13/S3645/HH Erection of part two storey / part single storey rear extension and a single storey side extension at 74 Lower Icknield Way. Recommendation: Approval

Cllr Bird proposed to approve the budget update, seconded by Cllr Haywood.Cllr Pickard proposed to approve payments from Petty Cash & Imprest, seconded by Cllr LloydCllr Pickard proposed to approve bank reconciliation, seconded by Cllr Marlow.The Whites Field Community Hall charges were reviewed. It was agreed to increase hourly charge from £5 per hour to £10 per hour. Proposed by Cllr Haywood, seconded by Cllr Ambridge.
This increase will commence from 1st March 2014. Cllr Williams abstained. 1 against, 9 in favour.
Cllr Williams proposed to accept the design and quote from Miracle Design and Play for OKL play area. Seconded by Cllr Mantle. A grant has been awarded from a private donor for £11,000.00 plus £20,000.00 from S106. The tarmac of the car park needs to coincide with the play area construction.Letter of thanks from Tiddlypeeps. 7. Verbal Reports and Feedback
Councillors outside meetings report: Cllr Williams reported on SODC Planning Committee regarding the Henton application. C/Cllr Wilmshurst reported on library closure from 1st February to 10th February for new windows. Open meeting on 28th January at 7pm in the Library to form a Friends Group.
8. Clerks Report
Cllr Haywood reported on a recent meeting with one member of the Chinnor Says No More campaign group – the meeting was fairly productive and more understanding of what is needed from the group is now understood.
It was agreed that the next meeting with the Campaign group should be held on a separate evening from Full Council in order that the time restriction would not be so limited. The clerk to contact and arrange a suitable date. The Clerk to include in the letter details of what the Council expect in a presentation to clarify what is needed to save any further confusion.
A letter of formal complaint was read out by the Clerk.
