Minutes of the Meeting of the FULL COUNCIL held on Monday 3rd June 2019

PRESENT: Cllrs Archer, Flint, Oliver, Ridgley, Standage, Wright, Williams

7pm – The Council met the two co-option candidates.

Declarations of Interest: None

Public Question Time: 5 members of the public were present:

A resident of Thame Road expressed concerns over the speed of vehicles, including school's buses, along Thame Road. The new entrance gates have helped slightly but a bigger deterrent to reduce speed is needed. To be discussed at the Environment meeting.

A group attended reporting on the climate emergency and requesting CPC declare a climate and environment emergency. To be discussed at the Environment meeting.

 

Co-option of new Councillor

Selection of co-opted Councillor – Cllr Flint proposed to co-opt Richard Gray. Seconded by Cllr Wright. All in favour.

Richard Gray was invited to join the meeting after signing the Declaration of Acceptance of Office and receiving the detailed welcome pack.

Minutes of the last meeting:

Cllr Ridgley proposed to accept the Minutes of the Annual Full Council Meeting held on 13th May 2019. Seconded by Cllr Wright. All in favour. Signed by Cllr Williams.

 

Minutes of Committees:

a) Finance and General Purposes held on 20th May 2019 signed by Cllr Flint.

b) Planning held on 20th May 2019 signed by Cllr Wright.

c) Chinnor Youth Council working group minutes dated 21st May 2019. Noted.

 

Grant payments were proposed by Cllr Flint and seconded by Cllr Wright.

End of Year Accounts

11.1 Annual Accounts and Annual Governance Statement 2018/19 was proposed by Cllr Archer and seconded by Cllr Flint. Vote: all in favour.

11.2 The Annual Statements from AGAR were proposed by Cllr Wright and seconded by Cllr Archer. Vote: all in favour.

11.3 Internal Audit completion was noted.

 

Communications:

12.1 Notes from Greening AGM – attendee by Cllr Williams, Standage and Ashdown.

12.2 Clerks and Councils Direct Magazine was passed to Cllr Standage.

12.3 Cllr Williams reported on the Neighbourhood Plan Review 2019 – consultation open until 5th July. The Open meeting on 1st June 2019 was attended by 8 residents and all comments were noted.

12.4 The Council discussed and considered alternative use relating to application P19/S1392/FUL (change from allotment / green space to car park and two more dwellings on the A2 Dominion site, Mill Lane)

Cllr Archer proposed that the Clerk contact the developer and start negotiations on the land being gifted, or on a long lease to CPC for use as green space. Seconded by Cllr Ridgley.

Vote – 1 against the long lease option but would be in favour of the land being gifted.
