Minutes of the Meeting of the FULL COUNCIL MEETING held on Monday 4th January 2021

PRESENT: Cllrs Archer, Ashdown, Edwards, Flint, Gray, Minter, Oliver, Ridgley, Standage, Wright, Williams and Young

Also attended: C/Cllr Matelot, D/Cllr Lloyd

1. Apologies for absence: None
2. Declarations of Interest: None

3. Public Question Time: 1 member of the public was present.
Concerns over transport for the elderly for the covid-19 vaccinations was discussed.
Cllr Flint to investigate options within the NHS and report back to Council.
The Clerk has been in contact with the PPG for information and awaits a response.
Cllr Ashdown reported that the Village Hall has been offered as a venue free of charge.

4. County Councillor and District Council Reports
Report from District Councillor Lynn Lloyd and Ian White is available on the website.
Report from County Councillor Jeanette Matelot is in the minute's file.
Details were given regarding a successful CIL bid from OCC for traffic calming on Mill Lane. More details not yet available as SODC need to finally agree the £100,000.00 sum mentioned. If all agreed works could commence Feb / March 2021 and would include a raised area on Mill Lane, removal of existing pinch point and 20mph near the school.
A control Parking Enforcement meeting is being arranged – Cllr Williams, Cllr Archer and The Clerk to attend. Thanks were given to Cllr Matelot.

5. Minutes of the last meeting: 7th December 2020.
Proposed by Cllr Flint. Seconded by Cllr Wright. All in favour.

6. Minutes of Committees: To note the minutes from the following committee meetings:
a) Planning Committee held on 14th December 2020
b) Finance and General Purposes Committee held on 14th December 2020

7. Matters for discussion:
7.1 Old Kiln Lakes Recreation area - in regards with correspondence from the Ian Rush Foundation. Cllr Flint proposed to not pursue this option, seconded by Cllr Ashdown.
All in favour.
7.2 20 is Plenty – Cllr Archer proposed to support the campaign for Chinnor Parish in line with other Oxfordshire Communities. Seconded by Cllr Ridgley.
Vote: 9 in favour, 3 abstained.
7.3 Public Art – progress with local artisan and plan for trail – meeting arranged 20th January 2021 – to be attend by The Clerk and Cllr Ashdown, along with the SODC representatives.
7.4 Email from resident regarding suggestion for cemetery was discussed. At present CPC await outcome of conversations with SOHA with regard to the use of this area.

8. Correspondence and other matters to discuss:
8.1 Covid-19 and Parish response to crisis:
Office staff working from home and maintenance staff working in shifts to avoid contact.
The youth club will remain closed but remote contact will start soon.
The Windmill café will open as a takeaway service only.
