Minutes of a Meeting of the FULL COUNCIL MEETING held on Monday 4th November 2019

Public Question Time: 3 members of the public were welcome
2 members of the public reported on the new Emergency Plan App – encouraged for everyone on android phones to download. Apple still being contacted regarding adding it to their app store. Details on a PDF are on the CPC website. Thanks were given to Matthew and Fiona for all of their hard work and commitment.
1 member of the public asked about the landscaping progress on the Bloor development, new Mill Lane junction. The Clerk to chase up OCC and try to get some answers.
District Councillor Report
D/Cllr Lynn Lloyd reported on the SODC Climate Control – process underway and the plan is in progress. SODC grants are now open – all encouraged to apply.
Minutes of the last meeting: Cllr Flint proposed to approve as a correct record the Minutes of the Full Council Meeting held on 7th October 2019. Seconded by Cllr Gray. All in favour. Signed by Cllr Williams.
Minutes of Committees: The minutes were considered and no matter arising from the following committee meetings:
a) Finance and General Purposes Committee held on 14th October 2019
b) Planning Committee held on 21st October 2019
c) Environment Committee held on 28th October 2019
Committee terms of reference review
7.1 To approve the terms of reference for the Finance and General Purposes Committee
7.2 To approve the terms of reference for the Planning Committee
7.3 To approve the terms of reference for the Amenities Committee
7.4 To approve the terms of reference for the HR Committee
Proposed by Cllr Wright and seconded by Cllr Gray. All in favour. Signed by Cllr Williams.
Policy Review and adoption
8.1 Standing Orders 2019 were proposed by Cllr Archer and seconded by Cllr Gray. All in favour. Cllr Williams signed the official document.
8.2 CPC Environmental Policy was proposed by Cllr Standage and seconded by Cllr Oliver. Vote = 8 in favour, 1 abstained. Signed by Cllr Williams.

9.3 Chinnor Good Neighbour Scheme AGM on 10th October – attended by Cllr Ashdown
9.4 Chinnor Allotment and Garden Association AGM attended by Cllr Ashdown
10.1 Jack and Jill Pre-school AGM – to be attended by Cllr Ashdown, Edwards and Standage
10.2 Local Authority Governor vacancy at Mill Lane School to be considered.
10.3 Cllr Archer proposed approve spending of £500 on a tree copse in Hill Road Recreation area. Seconded by Cllr Wright. Vote = 7 in favour, 2 abstained.
10.4 The court case was discontinued with no liability to CPC.
10.5 Remembrance Sunday – all are summoned to attend.
