MINUTES of the FULL COUNCIL MEETING held on 6th November 2017
PRESENT: Cllr's Ashdown, Flint, Haywood, Higgs, Ridgley, Watson, Williams, Wright and Young.

Public Question time: 1 member of the public was present.
Daryl Ridgley (Chairman of CFC) presented to Council the issues faced by the Open Age Football teams.
The issues to be investigated further include fencing, players barrier, payment hut and stands. It was agreed that CFC will investigate options and costs and grants available. To be an agenda item on the next Environment Committee meeting.

Written reports submitted from SODC and OCC:
5.1 It was agreed to arrange a meeting at the CPC offices with C/Cllr Matelot and request an update on various issues which need action.
PCSO monthly report
6.1 It was reported that PCSO George has been in the village a lot more frequently over the past few weeks.
Outside Reports – questions on reports:
7.1 Meeting with C/Cllr Matelot on 20-10-17 was disappointing and little progress was made.
7.2 SODC Town & Parish Forum – Cllr Wright reported on the official presentation on the Local Plan and majority of the meeting was regarding Planning matters. Not very well attended by the smaller Councils. .
8.1 Cllr Young proposed to approve the Village Centre request to install Christmas lights on arch in Memorial garden – the memory starts to be attached to the arch only – not the adjacent tree. Seconded by Cllr Ridgley.
Cllr Young proposed to approve the request for the Victorian Market banner to be placed along the Station Road hedge – as per our Poster and Advertising Policy. Seconded by Cllr Flint.
8.2 The proposed Social Media Policy was discussed. To be emailed again to all Councillors and HR Committee to discuss within the next 2 weeks. One master copy to be signed by everyone and a signed copy to be given to every Councillor following final approval.
8.3 Clerks and Council's direct magazine was passed to Cllr Wright.
8.4 Christmas lights installation on 9th and 10th November – switch on 1st December. Residents to be advised.
8.5 Residents concern with regard to Caravan at Greenwood Meadow was discussed. The Clerk to word a letter of reply and offer a meeting with the Council if required.
8.6 Road Closures have been approved for Remembrance Day and Christmas Eve Carols.
