Minutes of the Meeting of the FULL COUNCIL held on Monday 7th January 2019

Public Question Time – 2 members of the public were present.

1 member of the public discussed the recent SODC Local Plan consultation and the details in the plan regarding Chinnor Parish and the vagueness in the plan regarding allocation of infill. Also concerns raised over details in the plan for larger villages.

A request was given for information regarding CIL / S106 payments to public transport.

A request for Middle Way open space to be added into the Chinnor Neighbourhood Plan review, which is currently being undertaken.

1 member of the public expressed his concerns and discussed the best way forward on a traffic management plan following the appeal decision for Persimmon Homes. CPC advised a meeting will be arranged with OCC and Persimmon Homes prior to the Reserved Matters application being submitted.

 

District and County Councillors' Reports

No reports yet submitted. D/Cllr Lloyd attended the meeting and was available for any questions.

 

Minutes of the last Full Council meeting:

The Minutes of the Full Council Meeting held on 3rd December 2018 were approved by Council and signed by Cllr Williams.

 

Minutes of Committees Meetings:

Finance and General Purposes held on 10th December 2018 signed by Cllr Flint.

Planning held on 17th December 2018 signed by Cllr Wright.

Neighbourhood Plan Review meeting held on 20th December 2018 was approved.

 

9. Communications:

9.1 The lease for Donkey Lane Orchard is now completed. Cllr Haywood proposed payments for legal fees at the costs of £609.00 and £800.00, both plus VAT, seconded by Cllr Flint. All in favour.

9.2 The issue of a very large lime tree outside the property Kynama, Henton was discussed. This tree is very large and is causing issues to the BT cables which are running through the middle branches. Various options have been explored and were discussed: BT survey to investigate possibilities of cable relocation, quotes for reducing height of tree on a very regular basis and also felling the tree to stop the risk of BT cable line failure. Cllr Wright proposed to accept the quote for felling, seconded by Cllr Haywood. All in favour. Letters to residents will be written and posted prior to tree felling.

9.3 August Marquee – applications now open for marquee hire – the quote for the traditional marquee was approved.

9.4 Council was in favour at looking at options for a memorial bench to be located on Station Road – a metal bench in keeping with recently installed RBL bench.

9.5 Easter banners for the cross walk were discussed. 5 on High Street and 5 on Church Road were approved. The requested 5 on Station Road would need to be carefully located due to lamp posts being in some boundary's – the Council agreed in principal if the correct locations could be agreed on Station Road.

9.6 The recent appeal decisions for Persimmon Homes and Cala Homes will be discussed at the CPC Planning Committee.

9.7 Bucks County Council has now confirmed Bledlow waste Site will close at the end of March 2019.

9.8 SODC has a Planning Committee meeting on 16th January to discuss 6 Leyburne Gardens application – if anyone wishes to attend please advise.

9.9 May 2019 is the Parish Council elections – request for everyone to begin promoting CPC and attending local meetings to discuss what a Councillor does. Cllr Williams asked all councillors to write an article for the pump.
