MINUTES of the FULL COUNCIL MEETING held on 7th November 2016
PRESENT: Cllr's Ashdown, Flint, Haywood, Higgs, Minter, Rowton-Lee, Searl, Watson, Williams, Wright and Young. Also present: C/Cllr Wilmshurst, D/Cllr Lloyd and D/Cllr White

2. Councillors Declaration of Pecuniary Interest & Dispensations:
Cllr Flint – P16/S3284 – property neighbours the proposed scheme.
3. Public Question time: 8 members of the public were present.
Comments made at the public forum section:
P16/S3285 and P16/S3284 – objections to be considered: Road is unclassified. Lack of local understanding, increased air pollution, increased light pollution, inaccurate data.
The 140 dwellings proposed are on a green space. The dwellings over two storeys dominate and the density is crowded and un-neighbourly. Loss of light a major concern. Overdevelopment.
Concerns over ransom strips on each piece of land. Cllr Wright explained the meaning of this.
P16/S3814 – objections to be considered:
The Barn House should be saved. Overdevelopment. Already a very busy road and it cannot allow more vehicles to access the road even though the entrance will be wider. Dangerous Access.

Cllr Wilmshurst has been asked to confirm the usage of the Waste and Recycling centre at Bledlow for Oxfordshire residents.
6. Planning Section led by Cllr Wright - Planning applications considered:
P16/S3285/FUL Demolition of two dwellings and construction of new access road at 17 and 19 Greenwood Avenue. Petition and objection letters from residents were noted.
Detrimental to existing residents.
Proposal does not address increase of traffic flow.
P16/S3284/O Outline planning application for erection of up to 140 dwellings, new public open space, associated landscaping and site infrastructure. All matters reserved. At land south of Greenwood Avenue.
Overdevelopment and not in-keeping with the area.
Unimaginative design – taller buildings should be to the southern side of the development.
Statements from neighbouring appeal decisions confirms that this site should be retained as open space. If minded to approve CPC request that road access is created through the neighbouring developments.
Car ports always required – never garages.
P16/S3531/HH Proposed single storey side and rear extension at 5 Golden Hills.
P16/S2340/FUL Amended Details Proposed new attached 2 storey, 2 bed dwelling to side of existing house with associated parking (amended 30-9-16 to show survey and plans accurately and to show side alley retained for access to neighbouring properties) at 48 Glynswood. Recommendation: Approval
P16/S3127/HH Amended Details 2 storey extension and insertion of a window and 2 rooflights in side elevation at 13 Oakley Lane.
P16/S3557/HH Single storey timber orangery to replace existing at Trackways, Chinnor Hill. Recommendation: Approval
P16/S3184/FUL Proposed erection of 14 dwellings, with widening of existing access to Lower Icknield Way and landscaping at The Barn House, 46 Lower Icknield Way.
Access and layout a major concern.
Too high a density, Loss of privacy
P16/S3471/FUL Erection of two detached dwellings with access, parking and amenity space at land to 67 Lower Icknield Way.

P16/S3409/HH Erection of two storey rear extension (retrospective) at 65 Lower Icknield Way.
P16/S3303/FUL Change of use and conversion from B1 ( c) to C3 as a single two-bedroom apartment at Ground Floor, 118 Station Road.
Loss of employment in the Parish a concern. CPC has written evidence that this site is required for business use.
P16/S2749/O Outline application for the demolition of existing 2 bed dwelling and various other buildings and replace with a new four bedroom, 2 storey dwelling at Venus Wood Barn, Chinnor Hill. Recommendation: Approval
P16/S3395/FUL Removal of condition 10 (code for sustainable homes) on P13/S3641/FUL – erection of single dwelling with integral garage at land rear of The Black Boy, Station Road. Recommendation: No Strong Views
P16/S3418/HH Two storey front extension at 11 Oakley Lane.
P16/S3396/HH Amending side facing bedroom window opening at 28 Timber Way.
P16/S3540/HH Alteration works to change 2 x bed dwelling into 3 x bed dwelling including room layout changes, window/door changes, enlarge garden and retain access over adjacent driveway via existing drop kerb at 1A Oak End Way.
Recommendation: No Strong Views
Increased parking a concern - Need at least 3 off road parking spaces as the parking will be dangerous otherwise.

6.2 Refusal of Planning by SODC
P16/S2567/O Outline application for erection of 16 two storey, detached and semi detached and terraced dwellings at land adjoining 54 Lower Icknield Way.
6.3 Planning and Highways Matters
6.3.1 Regularisation of addresses at 110 to 118 Station Road: To add ground floor flat at 116 Station Road and delete of Optimum Dental South East at 112 to 118 Station Road. Noted
6.3.2 Erection of 1 new dwelling to be numbered 20 Leyburne Gardens. Noted

7.2 Remembrance Day Parade – All Councillors are summoned to attend the parade on Sunday 13th November 2016 – parade leaves at 10.30am – apologies from Cllr Minter and Flint as they will be attending other parades.
7.3 Chinnor RBL – Cllr Ashdown proposed £50 donation for CPC poppy wreath. Seconded by Cllr Minter. All in favour.
7.4 Youth Shelter – White's Field location – the Clerk reported on issues relating to shelter and reports of anti social behaviour. – CCTV cameras are installed in the area and any drug usage should be reported to 101 immediately.
Cllr Ashdown proposed to accept the quote for removal of the Perspex panels in the shelter at a total cost of £195 plus VAT, seconded by Cllr Haywood. It was agreed to remove the Perspex panels and not replace at this time. .
7.5 Notification of new premises licence application – Community Pavilion. Noted.
7.6 It was agreed to not lease a water cooler in the Parish Council Chamber.
7.7 Signage on Station Road – CPC to contact OCC regarding new road signs and CCP to look at options for advertising / information boards.
7.8 Play area update – RoSPA reports are due soon. It was agreed to ensure Proludic complete the play area in Conigre as per the agreement and contract, including reducing the mound to the correct height.
8. Clerks Report – items not needing notice of decisions:
8.1 Three members of the public attended the Parish Council Surgery held on 5th November 2016 – Cllr Williams and Cllr Flint spoke to them regarding Chinnor developments and communication on-going. More Surgeries to be planned for early 2017. .
8.2 Co-option application – The Clerk reported of one possible applicant.
8.3 Update from the Clerk was given on the Community Pavilion completion.
8.4 The Clerk reported on a complaint regarding parking by the parade of shops on Church Road – new signs to restrict parking times and OCC / SODC parking rules to be investigated. Cllr Watson agreed to prepare a report to support any future parking considerations.
8.5 WW1 Trees have had a full check – one tree needs attention.
8.6 OALC Newsletter and The Councillors Direct magazine available for reading.
8.7 Noted that all councillors had received a letter concerning the tree located at the pathway between Riders Way and Oakley Road. It is believed that this is a dispute between the concerned residents and OCC.
