MINUTES of the FULL COUNCIL MEETING held on 8th May 2017

PRESENT: Cllr's Flint, Haywood, Higgs, Ridgley, Rowton-Lee, Searl, Watson, Williams, Wright and Young.

Apologies: Cllr Ashdown, Cllr Bird, Cllr Minter

Public Question time: 5 members of the public were present

A recent road traffic accident on Lower Icknield Way was reported as concerns over the lack of regular PCSO presence were highlighted in the residents view.

Concerns over the vast amount of trees being felled by the Kennels on Chinnor Hill was reported along with light pollution the new proposed development would produce.

The Planning Consultant for the proposed Kennel development attended the meeting. A copy of the presentation was distributed to all Councillors present.

A resident from Mill Lane attended to enquire as to why Chinnor Parish Council had approved the recent application for Mill Lane development, after it has previously been opposed. Cllr Wright and Cllr Williams explained about the process of a Reserved Matters application being the detail of the development as the main application had been approved by SODC following CPC objecting numerous times.

Planning Section led by Cllr Wright - Planning applications considered:

P17/S1311/HH Detached garage, sited at the front of the property at 43 Elderdene. Letters from neighbours.

Recommendation: Refusal

The proposed development, due to its scale, siting, design and massing, in relation to surrounding development, would result in a cramped relationship with the adjacent built form and would result in an overdevelopment of the site.

Unsuited to location, which consists of bungalows with open front garden. There is no front garden development anywhere in the area.

Un-neighbourly, as it affects the overall outlook of surrounding properties.

P17/S1268/FUL Proposed demolition of two dwellings, kennel blocks, kennel runs and office, erection of six dwellings at Forest Glade Kennels, 3 Chinnor Hill.

Recommendation: Refusal

Fully support Chilterns Conservation Board objection.

Poor Design – not in keeping with SODC design guide or Neighbourhood Plan design proposals – white concrete and glass would be a visual intrusion seen for miles around.

Overdevelopment – 6 close units will give the impression of a terrace which is unsuitable for the area.

P17/S1286/HH Amended Details Demolish garage. Proposed garage ( amended by plans 21-04-17 showing larger garage in response to Highways Officer comments) at 14 Malyns Close.

P17/S1496/HH Convert existing car port into living accommodation adjoining listed barn conversion at Allnutts Barn, Allnutts Farm, Henton.

P17/S1454/HH Replace existing garage with new garden office/studio at 47 Station Road

6.1 Planning Permission granted by SODC

P17/S0778/HH New driveway and parking area. New retaining walls. New access to highway. New fences to replace existing hedgerows. Garden Office at Paddock View, Henton.

P17/S0498/FUL Removal of condition 5 on P15/S0762/FUL – erection of two storey 4 bed dwellings to replace existing dwelling at The Pheasant, Red Lane.


6.2 Planning Matters

6.2.1 Oxfordshire Parish Transport Representatives Group. Mr John Diffey to attend on behalf of CPC.

6.2.2 APP/Q3115/W/17/3168335 P16/S2567 Appeal Notification. Land adjoining 54 Lower Icknield Way. Erection of sixteen dwellings. Representation to be submitted prior to 26th May:

1) Overdevelopment – cramped form of housing particularly along the access road. Solid row of plots 12-16 have adverse affect on AONB. Density not in-keeping with adjacent area of Wheatfield's. Entire area is over developed and not in-keeping.

2) In our view we strongly support the SODC Officer in paragraph 1 of refusal notice.

3) Additional access onto Lower Icknield Way is dangerous considering all other access points currently in use plus future developments already approved having access on to an already busy road. A new access point would be another unnecessary hazard.

4) Minimal car parking is a major concern. Developments should always have car ports and not garages as a garage is not big enough for modern size vehicles so is not used and so a massive loss of parking is immediate. Car Ports are required in all new dwellings.

5) If minded to approve a condition must be that no construction vehicles, staff cars or commercial vehicles and vehicles of any type are parked or unloaded on Lower Icknield Way at any time. Onsite parking for every vehicle must be available at all times.

6) Fully support objection made by Oxfordshire County Council.

7) Whilst we acknowledge the technical expertise we understand local knowledge is important and we are very concerned about the accumulative affect on access along this already busy road. There are up to 10 new accesses either created or proposed on a length of 0.2 mile of B4009 with poor footpaths and a blind hump.


Environment led by Cllr Higgs

7.1 Old Kiln Lakes play area – new turf laid – completion within the next two weeks. A sign was approved, with an addition of No Bikes allowed in the area and a litter bin to be ordered for the area.

7.2 White's Field Sports Wall repair to begin on Monday 15th May 2017 and should take 1 week to complete.

7.3 New bus shelter on High Street (by Red Lion) should be completed within the next 3 weeks.

7.4 Fencing / footpath at Conigre play area – materials have been ordered – start date hopefully in a month.

7.5 Relocation of top soil following all weather surface cricket square completion – The Clerk to contact the Cricket Club to advise the top soil cannot be left in the Playing Fields area as no permission has been given.

7.6 RoSPA repairs in St Andrews play area – wet pour repairs to be completed on 12th May 2017.

7.7 Flower bed area on Oakley Lane to be designated as a wild flower area.

7.8 Summer planting quote of approx. £150.00 from Hartwell Nurseries was proposed by Cllr Haywood and seconded by Cllr Higgs.

8.2 Playground Inspection Course – For Lee - £260.00 in Swindon 19-7-17 Proposed by Cllr Young and seconded by Cllr Searl.

8.3 Grass Cutting in Chinnor – OCC legal agreement - £1633.54 funding offered for 2017 season was approved.

8.4 Purchase of security tools box at £338.00 and battery operated drill at £170.00 was proposed by Cllr Searl and seconded by Cllr Wright – all in favour. The Clerk advised the claim has been submitted following the theft.

8.5 Tennis club – to confirm the grant application has been submitted to SODC


Clerks Report – items not needing notice of decisions:

9.1 Annual Meeting – The Clerk gave an update on the current proposed restructure

9.2 Outside reports – 1 report submitted from Cllr Ridgley following the Thame TVP meeting.

9.3 Wycombe Air Park changes were reported – a full report in the minuets file.

9.4 Dimbles Way was approved as the road name to submit to SODC – not the alternative given.

9.5 Results of the recent OCC election were reported.

9.6 The Clerk reported on an increase of complaints about litter in the White's Field car park – the gate to be kept locked overnight to reduce the cars parking up.

9.7 A Neighbourhood Plan meeting to be held in White's Field on 17th May at 7pm – Cllr Wright to Chair the meeting and Cllr Ridgley to attend also.
