CHINNOR PARISH COUNCIL

MINUTES of the STATUTORY ANNUAL MEETING held on 4th JUNE 2018 at 7.30pm in the Council Chamber, Community Pavilion.

PRESENT: Cllr's Ashdown, Flint, Haywood, Higgs, Ridgley, Rowton-Lee, Standage, Williams, Wright and Young.

Declarations of Interest – None

Public Question Time – 3 members of the public were present. A letter which was received by CPC was discussed regarding the possible purchase of woodland area in the Old Rectory which is currently up for sale. A request to consider options for purchase of land for community use.

FINANCE AND GENERAL PURPOSES COMMITTEE:

The Finance and General Purposes Committee will consist of 5 members plus the Council Chairman and Vice Chairman. The Quorum for this committee shall be 4 members

The Committee will meet every second Monday of each month – unless otherwise notified.

The Committee will have specific responsibility for all matters relating to:

Insurance

Risk management

Financial control/audits

Financial Regulation and Standing Orders

Investments

Loans

Grants

Value for money

Long term plans and strategy

PLANNING COMMITTEE:

The Planning Committee will consist of 5 members plus the Council Chairman and Vice Chairman. The Quorum for this committee shall be 4 members

The Committee will meet every third Monday of each month.

The Committee will have specific responsibility for all matters relating to:

Consultation on Planning Applications

Receipt of Decision Notices from SODC and the Planning Inspectorate

Consultation on Tree Preservation Orders

Consultation on Street Naming and Numbering and consultation on Listed Building

Any other matter on a non strategic nature relating to Parish Planning

Committee will take responsibility to attend SODC planning meetings as necessary.

Close liaison with the Neighbourhood Plan Steering Committee

Street Cleaning

Chinnor Windmill

Estover Way Nature Reserve

Good Neighbour Scheme

Footpaths

Garden Plots & tubs and Allotments

Play Areas – Equipment and maintenance and Sports Field/Pitches

Parking/Traffic/ Local Transport

Events and Special Projects including August Marquee

Youth Club

Community Halls including Library and Red Kite Centre

OALC and ORCC and all other governing bodies

St Andrews Educational Charity – trustee appointed

HUMAN RESOURCES COMMITTEE:

The Human Resources Committee will consist of at least 2 members plus the Council Chairman and Vice Chairman. The Committee will meet as needed for HR matters.

The Committee will have specific responsibility for all matters relating to:

Staff Employment/Health & Safety – to ensure that the Council complies with all legislative requirements.

To advise Council on issues of staff pay and conditions and to recommend adjustment of salary levels to F&GP

To deal with any staff disciplinary matter in accordance with the Council's Disciplinary Procedure

To deal with any staff grievance in accordance with the Council's Grievance Procedure.

To periodically review all employment policies and procedures

To oversee the appointment and recruitment process of Council employees.

Training – to ensure that adequate training is available for everyone.

CHINNOR NEIGHBOURHOOD PLAN COMMITTEE:

The Neighbourhood Plan Committee will consist of at least 3 members plus the Council Chairman and Vice Chairman. The Committee will meet as needed for all plan matters.

The Committee will have specific responsibility for all matters relating to:

Chinnor Neighbourhood Plan modifications

Community Engagement

Revision and updating as required

Policy Compliance

District and County Councillors' Reports - no reports received.

 

Council Vacancy

CPC has received three applications for vacancy on Chinnor Parish Council – these are being reviewed and interviews arranged to meet each candidate.

 

Minutes of the last meeting Cllr Williams signed the minutes and all in favour to approve as a correct record the Minutes of the Full Council Meeting held on 14th May 2018

 

Minutes of Committees To approve as a correct record the Minutes of the following:

Finance and General Purposes held on 21st May 2018 signed by Cllr Flint

Planning held on 21st May 2018 signed by Cllr Wright

 

Communications –

11.1 Request from residents for CPC to consider the woodland area of the Old Rectory for community benefit was discussed. It was agreed for The Clerk to speak directly to the residents who attended the meeting and contact the Diocese regarding the request for the land to be given to the community.

11.2 Cllr Williams, Cllr Young and The Clerk will attend the official opening of Oak Hill Park, Crowell Road –7th June.

11.3 Cllrs Ashdown and Williams to attend meeting 5th June with Greening Chinnor regarding community orchard proposal.

11.4 Neighbourhood Plan meeting to consider first draft of review document. – 6th June 7pm.

11.5 11th June at 10.30am – CPC and SODC to meet to discuss the forthcoming appeals.

11.6 Councillors were reminded of the Social Media Policy recently signed.
