Minutes of the Meeting of the Planning Committee held on Monday 11th May 2020

1. Apologies for absence: None
2. Declarations of Interest – None

3. Public Question Time – 2 members of the public were present

4. To approve the minutes of the Planning Committee dated:
Cllr Williams proposed to approve the minutes date 20th April 2020. Seconded by Cllr Archer. All in favour. To be signed by Cllr Wright.

5. Ongoing Development Updates were given by the Clerk.
Old Kiln Lakes: No change on land transfer and turning circle issue to date.
Grass cutting not regular at this time due to staff shortages.

Bellway Development, Crowell Road: The hoggin path around the drainage pond is wet and the ground workers will raise this section.

A2 Dominion / NK Homes, Mill Lane: Mill Lane has been repaired with planings to improve road quality and fill in pot holes along the side of the development – this was done by OCC and not developers. Signage now back in its correct place.
Lease regarding the open space garden area is with the CPC Solicitor.

Bovis development, Lower Icknield Way: Open space / play area and pond area will be constructed in August / September time, all being well.
New large advertising boards have consent to be erected on B4009.

Bloor Homes, Mill Lane: Ongoing items still waiting an answer...
• Poor state of new pathway being investigated
• New wooden bollards to replace the old back ones in the old junction
• Signage on the main road advising of the new community car park
• Hedgerow needs a tidy up - we are advised that all netting now removed
• General tidy up of open space and removal of stones and level - replace with top soil

Persimmon Homes, Greenwood Avenue: Waiting on SODC decision on amended plans.

Proposal: Two storey extension
Address: Duck Cottage, 3 Station Road
CPC Recommendation: No Objection
CPC strongly support the advice given on this application by the Planning Officer.

Application Ref: P20/S0676/RM Amended
Proposal: Reserved Matters application following outline planning permission P16/S4079/O (Erection of seven detached and semi-detached two-storey dwellings together with access, parking and amenity space) seeking approval of matters of appearance, landscaping and scale (additional landscaping details provided as shown on amended plans received 1st April 2020 and photographs of existing boundary planting to be retained received 21st April 2020).
Address: Land rear of 59-63 Lower Icknield Way
OCC enforcement completed a site visit on 20th March regarding earth pile.
CPC Recommendation: No Objection
Access dimensions should be checked to ensure that public service vehicles can enter and turn in the development legally. In the event that this is not possible, an area needs to be shown for bins to be put safely by the B4009 on collection days.

Application Ref: P20/S1421/HH
Proposal: Replace existing window with French doors and small window in rear elevation. Construct glazed canopy at rear. Address: 15 The Avenue
CPC Recommendation: No Objection

Application Ref: P20/S1526/HH
Proposal: Removal of sectional concrete garage and lean to rear canopy. Construction of new rear single storey extension and replacement of conservatory roof with new tiled pitched roof.

7. Planning Approvals made by SODC

Proposal: Demolition of existing outbuildings and erection of single storey extension.

Proposal: Loft conversion, including insertion of new roof lights in existing roof slopes

8. Chinnor Neighbourhood Plan and SODC Local Plan
8.1 Update on the Chinnor NHP was given by Cllr Williams – The Plan has been accepted by The Inspector and now awaits the SODC approval letter. Due to Covid-19 the referendum cannot take place until May 2021. It is understood that on receipt of the SODC letter the Plan holds weight on all of its policies. Congratulations were given to the committee for their continued hard work.
8.2 Update on the SODC Local Plan was given by D/Cllr White – The Plan is proceeding through inspection. The target is for adoption in November 2020, which is in line with instructions given by the Secretary of State.
