Minutes of the Meeting of the Planning Committee held on Monday 16th December 2019

4. Public Question Time: 2 members of the public were present.
The residents of Rowan Farm in Henton attended the meeting to answer any questions relating to the enforcement action on Rowan Farm. The residents had written to CPC prior to the meeting explaining the situation in full.
Cllr Wright explained it was being dealt with at a higher level than CPC but thanked them for attending.

6. Developments
Current situations
• Bovis Homes – Nothing new to report
• A2 Dominion / NK Homes – Repairs still needed on grasscrete blocked area. Footpath concerns – overgrowth, flooding and grass cuttings dumped – Alan Brawn to report.
• Bloor Homes –Landscaping making slow progress. Request for footpath to be extended to join new public car park and footpath – Emma Bowerman investigating options.
• Bellway Homes – Nothing new to report
• Taylor Wimpey – The Carriages – Ongoing concerns with TW management company.
• Taylor Wimpey – OKL – CPC waiting on paperwork for land ownership agreements before the turning circle roadworks can be completed. Solicitors appointed (TW paying legal fees)
Survey currently being undertaken to identify all the public utilities on the site for the health and safety documentation. No news to date on site management and IDO.
• Persimmon Homes –Reserved Matters application now submitted
• Howarth Homes – Appeal letter sent to Planning Inspector

Proposal: Reserved Matters application for the construction of 132 dwellings with associated infrastructure, landscaping, parking, open space and reptile habitat.
Address: Persimmon development – land rear of Greenwood Ave.
CPC Recommendation: Objection
Environmental requirements need full filling – solar panels and charging points required at the very least.
Cramped and unimaginative urban style of development
Inadequate parking – Chinnor has very little local employment or public transport, therefore we will require at least one space per bedroom, plus visitor spaces. These spaces should be provided by car ports and not garages so that parking cannot be eroded in the future.
Previously we requested the taller builds be at the rear of the development – they are at the front.
CPC totally agree with UK Power Networks objections and noise concerns.
Following two meetings with Persimmon prior to Reserved Matters being submitted, CPC are very saddened to see that none of the matters raised have been included in the application.

Site visit completed. We are collecting further evidence to clarify the situation. Ongoing.
This investigation has broadened from the allegation made. We are working with an agent address the wider use of the property.

11.4 C/Cllr Matelot report – CPC agreed to proceed with advisory 10mph signage on Greenwood Avenue – near the one-way section. CPC agreed to proceed with suggestion of 20mph on Mill Lane and also the new Wigwag signage to be erected – to come from OCC CIL money in the New Year. The Clerk to proceed with orders and initiate the calming measures. Sadly, it appears a zebra crossing on Mill Lane will not proceed due to road geometry issues.
It is noted that the pinch point on Mill Lane, near the NK Homes development, is under investigation – to be monitored.
