Minutes of the Planning Committee Meeting held on 17th July 2017


PRESENT: Cllr Wright, Williams, Rowton-Lee, Haywood, Standage and Higgs. (Clerk: Liz Folley). D/Cllr White

Co-option of temporary Planning Committee members to be agreed:

Cllr Standage was co-opted to the committee.


Councillors Declaration of Pecuniary Interest & Dispensations: Cllr Rowton –Lee declared he is employed by Savills but has no involvement with Bellway Development.


Public Question time: There were 2 members of the public present. Member of public expressed his concern with regard to a recent ecologist report in connection with the Doveleat Application. He asked the Council if they can put pressure on the use of a more local company. The report that has been submitted was undertaken in February when much wild life is dormant.

Questions/observation on the following applications

S2231 includes upgrade of Crowell footpath to bridleway – when will this take place?

S2023 siting of ménage – noted that lighting is still included in the drawings but believes that information is not included

S2394 understands that the current advertising board is exempt from permission. Does not believe that 6m flags are necessary they will be obtrusive. No details of the lighting included in application suggest that there is a time restriction. Suggested that spot lights are directed downward

Re-alignment of road at Mill Lane – is going to OCC cabinet on Thursday. Concerns with regard to parking on Thame Road. Allocated parking spaces is currently 6. Can the PC push for further spaces. Cllr White stated that the SODC planning committee has approved 12.

Application Ref: P17/S2231/FUL

Proposal: Variation of Condition 14 (pedestrian and cycle route) of planning permission P14/S1586/O by appeal APP/Q3115/W/14/3001839: Outline application for residential development of up to 120 dwellings and open space with access off Crowell Road and all other matters reserved.

Address: Land east of Crowell Road

Recommendation: Approval


Application Ref: P17/S2138/HH

Proposal: Ground floor rear extension for dining room with pitched roof, to connect with existing extension on two sides. Remove manhole and move to new position outside extension floor area.

Application Ref: P17/S2207/HH

Proposal: Single storey rear extension

Address: Lower Farm House, 38 Lower Road

Recommendation: Approval


Application Ref: P17/S2394/A (advertising consent)

Proposal: Proposed sign boards, 6, flagpoles and spotlights

Address: Land south of Crowell Road

Recommendation: Refusal - Inappropriate and unsuitable for a rural area.

Number of flagpoles is excessive.

Spotlights detrimental to a predominantly agricultural area.

The application does not mention the existing two large advertising boards and three flag poles and flags. The assumption is made that these will be removed and that this application supersedes these. It would be totally inappropriate for these to be kept. If minded to approve the spotlights should be positioned to shine downwards and a daily time restriction should be applied.

Application Ref: P17/S1648/HH

Proposal: Remove existing gate and fence panels. Construct garden wall with gates.

Application Ref: P17/S1568/FUL

Proposal: Removal of existing wood store. Installation of 10,000 litre capacity integrally-bunded steel diesel fuel tank, with integral pump for dispensing.

6.2 Withdrawn Applications - Appeal

P16/S2567/O Land adjoining 54 lower Icknield Way

Erection of up to sixteen dwellings. Appeal withdrawn by applicant.


6.3 Planning Matters

6.3.1 Erection of six residential dwellings to be street names 1 to 6 Dimbles Gate, Chinnor

6.3.2 Letter from Sonning Common Parish Council

6.3.3 Copy letter re Mill Lane and B4445 realignment and zebra crossing – to be noted it was agreed that this matter should be highlighted to C/Cllr Jeannette in time for OCC cabinet meeting on Thursday


7.1 Highways - Traffic and Transport

7.1.1 Outside reports – Cllr Ashdown Traffic meeting – questions on report as emailed noted

7.1.2 Traffic calming – Thame Road - P14/S3987/FUL to review traffic calming measures in respect to this application. It was noted that Village gates at the entrance is the only measure that is being taken. There is no plan for yellow hatchings – Council to ask OCC to review this area for more solutions

7.1.3 Speed watch – SID available from 7-8-17 until 10-8-17 – volunteers required – Robin to co-ordinate

7.1.4 Residents concern with regard to road signage at Red Kite Road Response from Gavin Belcher OCC Engineer, Road Agreements stated 'It is my understanding that the road was designed in accordance with Manual for Streets. The document allows for this type of design whereby no priority is defined which should put doubt in a motorist thus, reducing vehicular speeds.

A Road Safety Audit 3 will be required on site and if this issue is highlighted by them, remedial works may be required.'


Cllr. Young arrived along with D/Cllr Lloyd and members of the Neighbourhood Plan Committee.


8.1 Chinnor Neighbourhood Plan

8.1.1 Presentation of new website and publications for promoting the plan.

Nick reminded the Council that the NP community engagement is to inform not persuade. The main objective is to get everyone to vote. Entitled - Your Village...Your Voice

The main document is 300 pages long the website will break down the major points of the plan and make it easier for people to find the areas that are of interest to them. The main relevant key points are easy for people to find. Unfortunately due to the timing it will not be possible to do the presentations in the local schools.

Some of the footage from the drone has been uploaded to UTube – Chinnor Plan

Drone is approx. £350 for a mornings flying and it was suggested that it would be good to commission this every year.

Pamphlet will also be designed that will be distributed to every household. The format will be A4 folded glossy. Distribution will be 2/3 weeks prior to referendum.

Websiste should be ready within next 2 weeks. Will be available throughout August

Voting is the same as any other election

Dates of when polling cards will be sent out.

Reminder to be put in the pump about registering to vote.

8.1.2 Update with regard to updated plan. It is expected that the updated plan will be available from SODC by the end of this week. SODC will make the plan and the related documents available via their website they will also provide a hard copy of the information for the community to view at the Parish Office.
