Planning applications considered:

Application Ref: P17/S1867/FUL Amended Details

Proposal: Full planning application for residential development comprising of 54 dwellings, new vehicle and pedestrian access, internal roads and footpaths, car parking, public open space, landscaping, drainage and other associated infrastructure. As amended by plans dated 19 June, 30 August, 17 October and 3 November.

Address: Land off Crowell Road

Recommendation: Objection

Not in the adopted Chinnor Neighbourhood Development Plan. CPC fully support the OCC comments.

Vehicle access dangerous due to increased traffic flow. Exceeds SODC allocation of dwellings in the draft Local Plan. Over development. Extends the village boundary to the west reducing the distance to Crowell. The

Bellway development opposite does not extend the village boundary because the developed proportion of the site ends in line with the development in Oakley Lane.

Update was given from Cllr Wright following hearing on 15th November 2017 – waiting for final decision to be announced as a site visit followed the hearing so a decision was not made at the hearing time.






6.5 Planning Matters

6.5.1 Email from Emma Bowerman, Planning Officer, regarding recent appeals –

Persimmon Homes have submitted an appeal against the refusal of P16/S3284/O and P16/S3285/FUL – official paperwork not yet received by CPC – to action upon receipt.

Cala Homes have submitted an appeal against non determination for the application P17/S1867/FUL - official paperwork not yet received by CPC – to action upon receipt.

Chinnor Parish Council to request these hearings are not done together – they must be held separately.

6.5.2 Planning Enforcement – SE17/639 – alleged breach of siting a mobile home not related to the use of the land for agricultural at land between Elderdene and Lower Icknield Way. Investigation has begun.

6.5.3 Planning Enforcement – Se17/654 – alleged breach of condition 12 of permission P14/S1586/O (failure to sweep roads contrary to CTMP) at land east of Crowell Road. Investigation has begun – the officer to enforce wheel washing also in the investigations.

6.5.4 SODC Building Control – B17.2057/S Dangerous garage wall off Estover Way / Ashridge – owners details being obtained by Officers for action on repair to be required. Noted.

6.5.5 Email regarding Network Reinforcement works required electricity network underground – Lower Icknield Way, High Street, Grafton orchard, Station Road, Lower Road – to commence Monday 27th November until late January 2018. Noted.

6.5.6 Email regarding highway improvement works on Lower Icknield Way – to facilitate access into the approved Bovis Home site – new bus stops shelter – Chinnor Parish Council prefer a clear style bus shelter – in the style of the new Village Centre shelter. The Clerk to advise of the preferred choice.

6.5.7 Courtesy Copy of Planning Application – Demolition of existing store / stable and shelter, erection of secure machinery store/field shelter at Westdown House, Chinnor Hill. Noted


7. Neighbourhood Plan

7.1 The Clerk to email all Councillors again the response from Ricardo Rios prior to the next meeting.

7.2 The date for meeting with SODC officers to progress site allocations is planned for 23rd November 2017.


8. Clerks Report

8.1 Residents concern with regard to P17/S2132/DIS and the use of Woodville as a permanent vehicular access – The Council discussed the concerns.

8.2 Residents concern with regard to building Lorries using Mill Lane to access the development at Crowell Road – all concerns passed onto Developers and TVP for progress.

8.3 Revised plan from Strutt & Parker re Bovis Development was discussed – The Council felt it was a more favourable plan. Full discussion once the official revised plan is submitted from SODC.
