MINUTES of the Meeting of the Planning Committee held in the PARISH CHAMBER, COMMUNITY PAVILION, STATION ROAD, CHINNOR on Monday 23rd April 2018

 

Apologies for absence: Cllr Ashdown, Haywood, Rowton-Lee

Co-option of temporary committee members: Cllr Young - Proposed by Cllr Williams and seconded by Cllr Higgs.

Declarations of Interest – None

 

Public Question Time – 1 member of the public was present. Speeding concerns were discussed on Thame Road – more police speed checks to be requested and more signage would be more beneficial. Cllr Williams advised that CPC now own a speed indicator device and this will be deployed as often as possible in various locations – Thame Road being one of them.

 

Planning applications considered:

Application Ref: P18/S1004/O Outline

Proposal: Development of 79a-83 (and land rear of) to provide up to 60 dwellings, with associated open space, landscaping, vehicle access and footpath links

Address: 79a Lower Icknield Way

Recommendation: Objection 130059

Not in the adopted Chinnor Neighbourhood Plan

It is increasing the excess number of dwellings expected for Chinnor over the numbers in the Draft SODC Local Plan.

It creates yet another entry/exit road on Lower Icknield Way – meaning there will be 7 exits over a distance of 300m. There is no indication that a suitable vehicle splay can be achieved.

There is no indication of a safe walking route into Chinnor this will merely add further pressure on the already poor pavement route into Chinnor. There is no pavement on the north side of Lower Icknield Way in the vicinity of this development. Also there is not a continuous pavement along this road on the same side – pedestrians are forced to cross and re-cross the already congested road which is dangerous.

This will leave 79 Lower Icknield Way in an isolated position between two developments.

This site is towards the perimeter of Chinnor but has no access to public transport.

This development would have a detrimental affect on the landscape.

Proposal: Variation of condition 1 – approved plans P17/S0808/RM. Application for approval of reserved matters siting, scale, layout, appearance and landscaping to outline permission P16/S1468/O for 76 dwellings. As amended by plans dated 14-03-18. Plus details to comply with condition 3, 4, 7, 8, 9, 10, 14, 24 and 25 of permission P16/S1468/O

Providing the Planning Officers are satisfied with the discharge of conditions.

Providing the layout of Mill Lane with the roundabout and closely located pinch point is satisfactory to OCC.

Existing entry/exit is extremely constricted with a very restricted view on exit and a poor join to the public highway.

CPC feel the conservation officer's comments are required on this application as would be very important.

CPC would like to see the Forestry Officers report regarding the trees on site and ensure any necessary TPO are in place.

If minded to approve please ensure there is a condition that no vehicles associated with this development are permitted to park on the High Street at any time.

8. Planning Matters

8.1 To confirm Appeals for Cala Homes and Persimmon Homes will be held on:

26 – 29 June, 3 – 5 July and 10 July at Chinnor Community Pavilion.

8.2 Bloor Homes – Mill Lane / Thame Road – it has been noticed that there are two car parks currently in situ – Bloor have advised that one is temporary. CPC to request to keep both car parks. New road layout works to commence week of 23-04-18. – the road to be fully completed before first occupation.

8.3 Bovis Homes – to confirm new road names were accepted.

8.4 Tree Preservation Order 17S29 – land behind B4009

8.5 Communication from a resident and reply from John Howell MP –noted.

8.6 Email to consider re The Rectory – The Clerk to contact the forestry officer to request details of all TPO and protected species on site and a map with rules details on route protection.

 

9. Chinnor Neighbourhood Plan

9.1 To note approved minutes from the CNHP meeting – 1st March 2018

9.2 Cllr Williams gave an update on the recent meetings and is now waiting on a quote for works to progress forward. The meeting was successful with valuable points raised to move forward.
