Minutes of the Meeting of the Planning Committee held on Monday 12th October 2020

PRESENT: Cllr Wright (Chairman), Williams, Ridgley, Ashdown, Oliver, Archer

1. Apologies for absence: None
2. Declarations of Interest – None

3. Public Question Time – 1 member of the public was present.
The applicant of the proposed development at 33 Cowleaze spoke and detailed the CPC objections and how the amended plans have addressed most of the objection points.
Cllr Wright thanked the applicant for attending and explained the amended version will be reviewed later on during this meeting.

4. To approve the minutes of the Planning Committee dated: 14th September 2020
Proposed by Cllr Archer and seconded by Cllr Williams. All in favour.

5. Development Updates
Old Kiln Lakes: No change on land transfer and turning circle issue to date.
OCC road adoption – ongoing.

Bellway Development, Crowell Road: Update on public open space: Removal of weeds, seeding and planting to happen over October. Trees and large shrubs will be planted November. Apparently Bellway has requested relocation of visitor parking (P20/S3187/NM)

A2 Dominion / NK Homes, Mill Lane: Leases ongoing regarding the pending open space garden area – Cllr Wright and Cllr Williams have signed. New bench in thanks to volunteers over Covid-19 crisis has been ordered. Defib now installed within development.

Bovis development, Lower Icknield Way: Open space / play area and pond area will be constructed in November time, delayed.

Bloor Homes, Mill Lane: Ongoing items still waiting an answer...
• No specific date for adoption available yet
• Remedial works still need to be undertaken.
• Bollards are on the remedial list.
• Soft landscape area out the front of no.7, declined putting another footpath in.
• Poor state of new pathway being investigated
• Signage on the main road advising of the new community car park

Persimmon Homes, Greenwood Avenue: Reserved Matters application awaiting decision – reduced to 116 dwellings. Slow worm translocation work has begun – low level fencing erected and Ecologists on site.

Bellway development – Thame Road (former garden centre): Ongoing issues with grass cutting on entrance verges – OCC state area will take 10 years to adopt.

8. Correspondence
8.1 Cllr Wright proposed to arrange a meeting with SOHA regarding the suggestion of assisted living accommodation in the land we own off Greenwood Avenue – supported by S106 funding (£100682.70 Index Linked) and SOHA. Seconded by Cllr Williams.
8.2 The reply letter from Tom Wyatt regarding the letter sent to Adrian Duffield was noted.

9. Traffic and Roads
• 21st October to 23rd October – Church Lane in Chinnor close for laying of ducting
• 18th November to 20th November – Sprigs Holly closed for fibre optic cable laying
• 23rd November to 27th November – Sydenham Road closed for construction of island
• 23rd November to 27th November – Chinnor Road, Towersey closed for fibre optic cable
• 30th November to 2nd December – Manor Road, Towersey closed for fibre optic cable

10. Transport
10.1 All the new bus time tables have been published on their respective web sites and CPC have added posters to all bus stops – copies of timetables are flying out of the Pavilion foyer!
