Minutes of the Meeting of the Planning Committee held on Monday 13th January 2020

6. Developments
Current situations
• Bovis Homes – Nothing new to report
• A2 Dominion / NK Homes – Repairs still needed on grasscrete blocked area. Footpath concerns – overgrowth, flooding and grass cuttings dumped – Alan Brawn to report.
Play area completed but still fenced in. Salt bins in situ.
• Bloor Homes – Requested pathway extension to link with car park - decision pending.
• Bellway Homes – Nothing new to report
• Taylor Wimpey – The Carriages – Nothing new to report
• Taylor Wimpey – OKL – Their solicitor as come back to ask for conveyance plans rather than engineering drawings for the land swap and these are currently being prepared.
TW have a survey undertaken to identify all the public utilities on the site for the health and safety documentation.
• Persimmon Homes – Reserved Matters application now submitted and CPC sent objections.
• Howarth Homes – Appeal letter sent to Planning Inspector

Proposal: Retrospective planning application to retain replacement factory building as constructed with additional landscaping.
Address: Chinnor Turf and Paving Suppliers, Bartons, Springfield Gardens.
CPC Recommendation: No Objection
Protection of Bats is of high importance.

Application Ref: P19/S3006/FUL – Amended Details
Proposal: Residential development of three dwellings with associated access (as amended by drawings received on 9 December 2019 to alter the layout of the development)
Address: Land adjacent to 54 Lower Icknield Way
CPC Recommendation: Objection on amendment
The amended details do not fully cover the lack of parking – this is still a concern.
Overdevelopment of this site.
Dangerous access point onto an already heavily congested and highly developed road
Insufficient visitor parking allocation.
From the plans it appears doubtful that the access road would be suitable for refuse vehicles.

SE19/346 - Without planning permission the material change of use of land from agriculture to a mixed use of agriculture and residential use at Rowan Farm, Henton.
Site visit completed. We are collecting further evidence to clarify the situation. Ongoing.
This investigation has broadened from the allegation made. We are working with an agent address the wider use of the property.

SE19/179 – 40 Oakley Road – breach of condition 4 of permission P16/S4117/FUL – loss of car park spaces due to bin store being built. Enforcement written to occupants 20-5-19
Application still not determined

SE19/167 – 18 Woodgreen Square – without permission the sub division of property to create a separate residential flat.
Site visit due – need internal access arranged date and time being organised.

SE19/84 – land adjoining 7 Emmington – Without planning permission the material change of use of land to storage of building materials.
