Minutes of the Planning Committee on Monday 15th April 2019

Public Question Time – Member of the public was present and stated how they are very concerned about the loss of a public facility at the A2Dominion site that had been promised to the community. It was stated that objections should be written once a planning application has been submitted.



Current situations

Bovis Homes – Show home open. Planting completed with mature, 6ft hedging.

A2 Dominion / NK Homes –Show home open. Plan now submitted for alternative usage of allotment area – to be discussed. New roundabout and associated road works being completed by 25th April (road closure form 16th April for 3 days)

Bloor Homes – New road layout works to begin 20th May – 2-week total closure (sign will show 4 weeks but in reality should only take 2) then further works from 17th June for 3 weeks for resurface and zebra crossing then finally from 23rd July Mill Lane will be closed to form the new chicane (10 days) Developers are aiming to be finished and off site by 1st August 2019

Bellway Homes – New pavement works to be completed by SSE from 29th April

Taylor Wimpey – The Carriages – 1 house left to sell!

Taylor Wimpey – OKL – The Clerk to report on recent site meeting regarding turning circle roadworks on our area of land!

Persimmon Homes – Meeting cancelled again – date still to be arranged for early May.


Ref: All recent developments – A meeting with Thames Water has been arranged for

24th April at 10am to discuss the issues (supply and sewage concerns) in the Parish. Cllrs Wright, Ashdown and Williams to attend.

Application Ref: P19/S0910/A Advert consent

Proposal: Uplighters for illuminating signs for P18/S2934/A

Address: Land north of Lower Icknield Way (Bovis Homes)

This application follows a letter from enforcement officer regarding excessive lighting.

Letter from resident to be considered

CPC Recommendation: No Objections with comments

CPC believes that there should be a condition to state that illumination should be between the months of November to March and between the hours of 15:00 and 19:00 only


Application Ref: P19/S1014/FUL

Proposal: Construction of equestrian ménage (retrospective)

Address: Land adjoining Fairwood, Lower Icknield Way

CPC Recommendation: No Objection with comments

In light that the position is not as stated all previous applications pertaining to position of other ménages should be withdrawn in order that no further ménage development can be carried out on this site

CPC Recommendation: No Objections


Application Ref: P19/S0988/HH

Proposal: Proposed conversion of existing garage into bedroom space. Front of garage extended by 1m. Pitch roof added.

Application Ref: P19/S0647/HH

Proposal: Erection of a garden fence at the front of the property (retrospective)

This application follows a letter from enforcement officer regarding fencing.

Is planning condition 199 - P71/M0152 which states no gates/fences in front of dwellings enforceable?

If minded to approve this application condition should be placed to state residential use only no commercial use.


7. Planning Permission Granted by SODC

Application Ref: P19/S0265/HH

Proposal: Demolish existing outbuilding, construct 2 storey side extension, construct first floor front extension and porch, construct single storey side extension, replace flat roofs to garage and study with pitched tile roof slopes. Elevation changes including render and alterations to openings and new doors and windows.

Application Ref: P19/S0431/FUL

Proposal: Demolish detached garage Proposed single storey front extension and two storey side/rear extensions.

Address: 19 Cherry Tree Road

To note – permission granted for P18/S2682/O (not in our Parish but we commented on it)

Crowell Hill Farm, Crowell Hill – demolition of existing industrial buildings (Wise Steel works) and erection of 5 detached dwellings.


8. Planning Matters

8.1 To note recent enforcement cases opened and currently being investigated:

SE18/730 – development on Mill lane for A2 Dominion – plots 74-77 not being constructed in accordance with approved plans – levels are too high. SODC are waiting to borrow height calculating equipment before they can proceed with investigations.

SE18/733 – development on Mill Lane for A2 Dominion – plot 8 not being built in accordance with approved plans as too high. SODC are waiting to borrow height calculating equipment before they can proceed with investigations.
