Minutes of the meeting of the Planning Committee held on Monday 17th June 2019

Current situations

Bovis Homes – Pavement needs repair following BT connections – chasing OCC.

A2 Dominion / NK Homes – Residents moving in from end June. New roundabout and associated road works under investigation for quality control. Resident concerns over excessive street lighting sent to OCC Highways Dept. to check into conditions.

Enforcement still ongoing regarding dwelling heights.

Allotment area – The Clerk has been in contact with A2 Dominion regarding the proposal at Full Council for the land to be gifted to CPC for use as green space.

Bloor Homes –Resurface, new road layout and zebra crossing will be completed by overnight closures – dates to be advised. Hedge and tree cutting has been closely monitored and the planning conditions have been adhered too. Second car park being removed and the land restored to open green space – CPC did not want this retained as parking but Bloor do not have the permissions for this.

Bellway Homes – No news to report.

Taylor Wimpey – The Carriages - No news to report.

Taylor Wimpey – OKL – CPC waiting on paperwork for land ownership agreements before the turning circle roadworks can be completed. Issues over grass cutting maintenance now resolved with a new contractor appointed to cut on a 2 week rota.

Persimmon Homes – Meeting date still to be arranged.

Estover Way was designed as a through route and no entrances / exits to be on the road.

The adjacent bus stop is a very busy stop with school buses twice a day with approx. 30 children each time. Plus the train link bus also using this stop daily. The Independent Safety Review is not accurate in its detail on the above points.

CPC feel the application causes a dangerous exit onto a very busy road with a turning into Cowleaze very close.

The amendments do not significantly address the concerns expressed in the refusal notice for P18/S4027/FUL.

Proposal: The Barn House - partial demolition, rear extension and conversion of garage roof with dormer. Erection of 8 dwellings (as amended to alter the layout and design of the development)

CPC Recommendation: Objection

Not in the Chinnor Neighbourhood Plan.

In the emerging SODC Local Plan it states Chinnor has zero dwellings for further development.

The road is already a very busy route and adding more to this would exacerbating the problem.

Detrimental affect on AONB.

Support OCC Highways concerns.

The quantity of dwellings proposed and layout would be harmful to the rural area. Overdevelopment of this site would result in a tight urban form and cramped development.

9.4 APP/Q3115/W/19/3228497 – Land west of Thame Road

Erection of 9 dwellings and re-siting of employment use on site (as amended by plans received 31 July 2018 proposing wildflower meadow and landscape planting, and plans received 6 August 2018 extending internal access road to enable large vehicles to turn, widened access onto Thame Road and associated revised building layout including relocation of Plot 1 further to the north west, and air quality report received 3 September, and tree removal information received 21 September 2018, as amended by site layout plan 485.10E received 30 January 2019 to address highway concerns / include footways within and to the site).

Written Representation sent 17th June 2019 and 19th June 2019.

Suggestion was discussed regarding this appeal and if the inspector was minded to approve a condition to be set to install a full roundabout on Thame Road as the exit would be dangerous and the road is a fast road currently anyway, also moving the 30mph limit down – The Clerk to write to the Inspector regarding this suggestion.

SE18/730 – development on Mill lane for A2 Dominion – plots 74-77 not being constructed in accordance with approved plans – levels are too high. SODC are waiting to borrow height calculating equipment before they can proceed with investigations.

SE18/733 – development on Mill Lane for A2 Dominion – plot 8 not being built in accordance with approved plans as too high. SODC are waiting to borrow height calculating equipment before they can proceed with investigations.

SE19/179 – 40 Oakley Road – breach of condition 4 of permission P16/S4117/FUL – loss of car park spaces due to bin store being built. Enforcement written to occupants 20-5-19

SE19/205 – Non-compliance of condition 3 of P17/S2394/A at land south of Crowell. Under investigation by enforcement officer.

SE19/177 – land adjoining Greenwood Avenue – fencing to the rear of plots 24-28 not in accordance with plans P14/S0953 and P15/S4131/RM

Site visited on 17-5-19 – waiting decision.

SE19/167 – 18 Woodgreen Square – without permission the sub division of property to create a separate residential flat. Under investigation.

SE19/130 – Land north of Mill Lane – Breach of condition 12 of permission P16/S1468 – hours of construction. Being monitored.
