Minutes of a Meeting of the Planning Committee held on Monday 18th February 2019

Current situations

Bovis Homes – Show home open. Planting confirmed by site manager as being 1.5-1.8m. The planting is being ordered soon and then hedge types will be confirmed.

Concerns over lit signs by a resident – enforcement involved.

A2 Dominion – Enforcement on heights ref SE18/730 and SE18/733 still ongoing with no decision yet made. Show home open. Still waiting on details regarding allotment area.

Bloor Homes – Drain works commenced on Thame Road – 1 week road closure.

New road layout due in phase 2 and 3 – dates yet to be advised.

Requested copies of revised splay entry for new Mill Lane entrance.

Bellway Homes – New pavement works continue once SSE remove old lamp posts

Taylor Wimpey – nothing to report

Claremont House - No update on selling to date

Dimbles Gate – Enforcement response regarding refuse collection and bins stated that they cannot help as refuse was not a condition – The Clerk to contact the Planning Officer involved as this situation needs to be resolved.

Persimmon Homes – Meeting arranged with Persimmon and SODC Planning Officer on Monday 4th March 10am

Application Ref: P18/S3194/RM Amended Details – Information Only

Proposal: Reserved Matters application for approval of the appearance, landscaping, layout and scale of one detached two storey dwelling. following outline planning permission P16/S0699/O for the erection of a detached dwelling with garaging and associated amenity space and separate garage and pedestrian access for No.1 Lower Icknield Way with all matters reserved except for access (dwelling changed from four to three bedrooms and depth of rear projection reduced, parking spaces serving new dwelling reduced from three to two and garage to No.1 amended to allow access through as shown on amended plans received 4th February 2019).

Application Ref: P18/S3819/FUL Amended Details

Proposal: Variation of condition 1 - approved plans on application P17/S2915/RM (as amended by plan accompanying Agents letter dated 28 January 2019). In the emerging SODC Local Plan it states Chinnor has zero dwellings for further development.

In the Chinnor Neighbourhood Plan Revision it is outside the village boundary

The main road is already a very busy route and adding more to this would be detrimental.

In the emerging SODC Local Plan it states Chinnor has zero dwellings for further development.

In the Chinnor Neighbourhood Plan Revision it is outside the village boundary

The road is already a very busy route and adding more to this would be detrimental.

The quantity of dwellings proposed and layout would be harmful to the rural area.

Update on SODC comments on applications overdue a decision by SODC:

P18/S0144/HH Construction of 3m high board fence at 88 Station Road –

Planning officer recommending refusal unless an amended scheme to reduce the impact is submitted. Delay in response but architect now involved again.

SODC Decision due end of Feb 2019.

P18/S1004/O Development of 79a-83 and land rear of to provide up to 60 dwellings with associated open space etc at 79a Lower Icknield Way.

Planning Officer still waiting on applicant to address transport matters – once received a decision will be made – estimated March 2019.

CPC to add comments of objection on this application:

In the emerging SODC Local Plan it states Chinnor has zero dwellings for further development. Dwellings have increased by 39% since 2011 which is well over the required amount.

In the Chinnor Neighbourhood Plan Revision it is outside the village boundary

P18/S1674/O Demolition of existing kennels. Redevelopment of site to provide 5 dwellings with access at Former Forest Glade, now Chinnor Hill Kennels.

Planning Officer working towards more secure plans and details relating to levels and impact on trees and landscape.

Planning Officer has asked if CPC still has no objection on this application as per CPC comments dated 18-07-18

CPC to add comments on this application:

Comments remain as before although loss of employment is still a concern we understand it is not a major factor – although the kennels appear busy now so employment is a concern.

Access concerns

The colour of current site needs to be toned down as very white in the landscape.

With reference to the current design – concerns over property designs as danger of light pollution to the surrounding area.

10. Planning Matters

10.1 To note recent enforcement cases opened and currently being investigated:

SE18/730 – development on Mill lane for A2 Dominion – plots 74-77 not being constructed in accordance with approved plans – levels are too high

SE18/733 – development on Mill Lane for A2 Dominion – plot 8 not being built in accordance with approved plans as too high

SE18/742 – Doves, Sprigs Alley – caravan being used as a permanent dwelling without permission

SE18/738 – 3 Riders Way – erection of a fence on open plan frontage causing visual difficulties to motorists – without permission. Resident has now been written too and they are waiting on a response.

10.2 Sydenham Neighbourhood Plan – Pre-Submission Plan – for info only

10.3 Planning application now submitted under CPC name for flood lights on the training pitch for CCP. Noted.
