Current situations

Bovis Homes – Show home open. Planting completed with mature, 6ft hedging.

A2 Dominion / NK Homes –Show home open. Still waiting on details regarding allotment area – CPC has chased for alternative details.

Bloor Homes – New road layout to be completed in phase 2 and 3 – suggested dates are from 20th May – a meeting to be arranged for late March to discuss options on site with all parties involved.

Bellway Homes – New pavement works to be completed once SSE remove old lamp posts – CPC and OCC chasing for a completion date.

Taylor Wimpey – The Carriages - nothing to report

Taylor Wimpey – OKL – CPC following up on land ownership with TW to get clarification as to the current status of land owners.

Persimmon Homes – Meeting to be re-scheduled asap.

CPC has requested directly to all developers and also OCC to remove some of the yellow directional developers signage – these signs contravene Highway Act 1980 and are excessive in Chinnor.

OCC gave CPC written permission to remove all except Chiltern View (as they have permission)

CPC Recommendation: No Objection with comments

1) CPC fully supports the OCC Highways concerns and holding objection

2) CPC fully supports the SODC Planning Officers recommendation, if minded to refuse.

3) Concerns over the dwelling being an over development of area, un-neighbourly and detrimental to rural setting.

8. Planning Refusal Decision made by SODC

Application Ref: P18/S1759/FUL Amended Details

Proposal: Erection of 9 dwellings and re-siting of employment use on site (as amended by plans received 31 July 2018 proposing wildflower meadow and landscape planting, and plans received 6 August 2018 extending internal access road to enable large vehicles to turn, widened access onto Thame Road and associated revised building layout including relocation of Plot 1 further to the north west, and air quality report received 3 September, and tree removal information received 21 September 2018, as amended by site layout plan 485.10E received 30 January 2019 to address highway concerns / include footways within and to the site).

9. Planning Matters

9.1 To note recent enforcement cases opened and currently being investigated:

SE18/730 – development on Mill lane for A2 Dominion – plots 74-77 not being constructed in accordance with approved plans – levels are too high. SODC are waiting to borrow height calculating equipment before they can proceed with investigations.

SE18/733 – development on Mill Lane for A2 Dominion – plot 8 not being built in accordance with approved plans as too high. SODC are waiting to borrow height calculating equipment before they can proceed with investigations.

SE18/738 – 3 Riders Way – erection of a fence on open plan frontage causing visual difficulties to motorists – without permission. Resident has now been written to and they are submitting a retrospective planning application - P19/S0647 (new application)

SE18/742 – Doves, Sprigs Alley – caravan being used as a permanent dwelling without permission – Case closed – Not expedient

SE18/710 - Without advertisement consent display of illuminated signs (non-compliance with details approved under advertisement consent P18/S2934/A (non-illuminated). At Bovis Homes site. Case Closed – No Breach

9.2 Addition of property name – Bellwood House to the commercial property – 57 Lower Road.

9.3 Letter from Archstone Projects Ltd regarding the status of land which was dismissed at appeal for Cala Homes – The Clerk to respond to the letter explaining that CPC do not wish to meet as this land is not in the Neighbourhood Plan, is outside the village boundary, is not in the SODC Local Plan, and to state the recent refusal reasons for the Thame Road application.

9.4 A letter to be written to John Howell MP offering full support from CPC with regard to the Private Member's Bill Planning (Appeals) Bill 2017-19 = Henley Constituency.


10. Chinnor Neighbourhood Plan – Review 2019

10.1 Chinnor Parish Council Planning Committee discussed the CNHP Review –

Cllr Williams reported on the dateline and process to follow and public consultation dates. NHP Review documents will be available in various places from mid May.

Cllr Wright thanked the committee for all of their hard work to get to this point.

Cllr Haywood proposed to formally accept the review of the Chinnor Neighbourhood Plan. Seconded by Cllr Higgs. All in favour.
