Minutes of the meeting of the Planning Committee held on Monday 21st January 2019

Public Question Time: No public were present

An email from a member of the public was discussed regarding traffic surveys and appeal decisions. The Clerk to respond to advise CPC is aware of the situation and will examine the traffic plan carefully once received. A traffic count has not been arranged from CPC – this would be an OCC matter.



Current situations

Bovis Homes – Show home now open, recent traffic lights removed.

A2 Dominion – Enforcement on dwelling heights ref Se18/730 and SE18/733.

Cllr Wright reported on recent meeting regarding allotment space and future plans for this area. Cllr Ashdown and Cllr Higgs stated they objected to this becoming a car park area. CPC are now waiting on A2 Dominion to send proposals before a decision can be made.

Bloor Homes – New road layout – Cllr Wright updated following recent meeting regarding plans – dates still to be advised but it is a 3 phase programme which will include road closures.

Bellway Homes – New pavement works continue once SSE remove old lamp posts

Taylor Wimpey – nothing to report

Claremont House - No update on selling to date

Dimbles Gate – New occupants moved / moving in

Persimmon Homes – granted permission via appeal process for demolition of 2 houses (17 and 19 Greenwood Avenue) and erection of up to 140 dwellings – letters received from residents were noted. CPC and SODC are arranging a meeting with Persimmon Homes to discuss the traffic plan for before, during and after development.

Cala Homes – Appeal dismissed and permission not granted from appeal.

Old Kiln Lakes – former care home site – up for sale for 41 apartments – permission required.

Recommendation: No Objection with comments:

Condition – this must be returned to a greenfield site after life expiration of solar units.


Application Ref: P17/S3026/FUL

Proposal: Demolition of existing bungalow and erection of a two storey building containing four dwellings. 4 x 2 bed apartments

Address: 1 Lime Grove

To review comments made by OCC as they had incorrect details with access – access is on Lime Grove and NOT on Church Road.

Recommendation: No Objection


Application Ref: P19/S0030/HH

Proposal: Remove existing conservatory and construct two storey rear and side extension. Construct single storey front extension. Demolish existing pre-fab detached garage.

Recommendation: No Objection

9. Planning Matters

9.1 Recent enforcement cases opened and currently being investigated:

SE18/730 – development on Mill lane for A2 Dominion – plots 74-77 not being constructed in accordance with approved plans – levels are too high

SE18/733 – development on Mill Lane for A2 Dominion – plot 8 not being built in accordance with approved plans as too high

SE18/742 – Doves, Sprigs Alley – caravan being used as a permanent dwelling without permission

SE18/738 – 3 Riders Way – erection of a fence on open plan frontage causing visual difficulties to motorists – without permission.

9.2 South Oxfordshire Local Plan 2034 – Public Consultation closes 15th February.

Drop in event in Thame on 5th Feb to be attended – all comments to be emailed to CPC for a general response from CPC to be written.

9.3 Oxfordshire Plan 2050 – noted.
