Minutes of the Meeting of the Planning Committee held on Monday 20th May 2019

Public Question Time: 5 members of the public were present.

4 residents attended regarding the Taylor Wimpey application for retrospective fencing.

1 of these residents spoke on behalf of C&PRR regarding their objection to the application as the permission granted always detailed an acoustic fence. The objection has been sent direct to SODC

1 resident of Old Kiln Lakes spoke about the resident's objections to the current fencing as the noise and vibrations of the train are from early hours often until late into the evening – with trains standing idle to remain warm to maneuver. A good relationship has been formed between C&PRR and the residents and the acoustic fence – as agreed at permission the condition stated should remain and will be far better for all parties involved. The current fence is not sufficient and allows a noise disturbance.

1 resident attended regarding the application for 2 more dwellings at the A2 Dominion site. Objections towards this application were detailed as concerns are high regarding the loss of the agreed green space and allotment area. Overall there is a shortfall of allotment space for the area and this loss adds to that. No safe access, no turning circle for deliveries, waste collections etc making it a dangerous area.

Current situations

Bovis Homes – Show home open. Mature, 6ft hedging is growing well.

A2 Dominion / NK Homes –Show home open. Plan now submitted for development of allotment area – to be discussed in planning application section. To review a proposal from a resident regarding an alternative use. New roundabout and associated road works under investigation for quality control – pavement is the same height as road.

Enforcement still ongoing regarding dwelling heights.

Bloor Homes – New road layout works to begin 28th May – 2-way traffic lights on Thame Road for 2 weeks. Then Mill Lane closure should not need lights and the new road will be opened for diversion during the closure. Resurface and zebra crossing will be completed by overnight closures – dates to be advised.

Bellway Homes – New pavement works now completed by SSE.

Taylor Wimpey – The Carriages – All sold – signs being removed.

Taylor Wimpey – OKL – Update regarding turning circle roadworks on our area of land!

Persimmon Homes – Meeting cancelled again – date still to be arranged.

Ref: All recent developments – A meeting with Thames Water was held on 9th May 2019.

Planning applications considered:

Application Ref: P19/S1186/FUL

Proposal: Retrospective permission for a fence along the boundary of Kiln Avenue.

Address: Land adjacent to Kiln Avenue

CPC Recommendation: Objection

The developer has not fulfilled their obligations agreed at permission stage and the acoustic fence and bund was an agreement at condition stage – they are now in breach.

A health and safety matter is also a concern for the residents without the agreed acoustic fencing.

 

Application Ref: P19/S1392/FUL

Proposal: Development of area originally set as allotments under planning permission P17/S3916/FUL for 2 x 3 bed semi-detached houses and 15 parking spaces to serve adjacent primary school

Address: Land adjacent to Mill Lane School – NK Homes development

CPC Recommendation: Objection

The developer has not fulfilled their obligations agreed at permission stage and the allotment area was an agreement at condition stage – they are now in breach.

Open Green Space – which allotments fall under – is required in this area.

This proposal is not an acceptable use of the site. This proposal details the loss of a valuable amenity. The proposed car park area is a concern as the air quality will diminish and a primary school is located next door. CPC requires the developer to adhere to the planning permission granted. A decision cannot be made regarding residents not wanting these allotments, as to date there are no residents to ask!

 

Application Ref: P19/S0983/A Advertising Consent

Proposal: 5 flag poles and flags

Address: Mill Lane – NK Homes development

CPC Recommendation: No Objection

CPC requires the developer to adhere to content of application and not increase the number, as flags are already in situ.

Condition required - Removal of all flags and advertising material on last sale of property.

Proposal: Part 2-storey part single storey rear extension (replacing existing Conservatory), partial garage conversion, new single storey front bay window and fenestration alterations to the existing house

Proposal: Amendment to previous planning permission P19/S0265/HH to replace existing roof coverings and fenestration amendments to extensions and original building. Demolish existing outbuilding, construct two storey side extension, construct first floor front extension and porch, construct single storey side extension, replace flat roofs to garage and study with pitched tiled roof slopes. Elevation changes including render and alterations to openings and new doors and windows throughout.

10. SODC Enforcement cases – under investigation or being monitored by SODC

10.1 To note recent enforcement cases opened and currently being investigated:

SE18/730 – development on Mill lane for A2 Dominion – plots 74-77 not being constructed in accordance with approved plans – levels are too high. SODC are waiting to borrow height calculating equipment before they can proceed with investigations.

SE18/733 – development on Mill Lane for A2 Dominion – plot 8 not being built in accordance with approved plans as too high. SODC are waiting to borrow height calculating equipment before they can proceed with investigations.

SE19/179 – 40 Oakley Road – breach of condition 4 of permission P16/S4117/FUL – loss of car park spaces due to bin store being built

SE19/91 – 9 Greenwood Meadow – shed in excess of permitted development rights

10.2 The Clerk to contact enforcement regarding concerns over work being completed at a property at 24 Ravensmead – extensions and a lot of work possibly without permission.

 

11. Other Planning Matters

11.1 Letter regarding the removal of Chinnor Library from the list of Assets of Community Value was discussed – it is required for the Clerk to renew the asset soon.

11.2 Update from the Planning Officer regarding P19/S0024/FUL – The Barn House, 46 Lower Icknield Way - overdue decision.

11.3 OCC has been contacted again regarding the proposed double yellow lines on Station Road.

11.4 Planning Training – date confirmed is 18th July 2019.
